The project has been restructured to address the GoH request to accelerate the return of camps dwellers to safer housing conditions in neighborhoods after the hurricane ISAAC. The restructuring also reflect the need to increase the volume of financing for infrastructures versus in-situ houses reconstruction . Page 1 of 4 The World Bank Report No: ISR10295 Until recently, the Lack of a leading government agency with a clear mandate for housing, absence of policy decisions, ,including a possible definition of housing standards and their applicability, lack of clear communication on incentive packages to be provided to beneficiaries to repair or reconstruct residential housing, have severely hampered implementation in many reconstruction projects. This contributed to create unreasonable expectations in the population and media, confusion with implementation agencies who had to define their Public Disclosure Copy own rules. The establishment of the "Unite de Construction des Logements et Bâtiments Publics" (UCLBP) with a clear mandate to guide policy decision in reconstruction has been a important step towards addressing this issue. Neighborhood infrastructure and housing projects are on going in two neighborhoods (Simmond Pele and Nazon/Christ Roi/Poupelard) with delays due to the complexity of interventions in those areas (social, technical and financial). Activities to relocate camp dwellers to better safer rental units have started in three camps (Jean Marie Vincent, Petionville club and Cite Maxo) and are progressing well.
