Despite the ongoing challenges that the Ministry of Page 1 of 9 The World Bank Report No: ISR15491 Education (MOE) is facing – in particular those stemming from the impact of the Syrian conflict -, the project has continued to achieve notable progress since the November 2013 mission. Some major highlights include: (i) solving the internal coordination issues regarding the MOE's response to the Syrian refugee crisis and its impact on several ERfKE II- related activities; (ii) the significant step forward with the national dialogue on a "New Vision for Education in Jordan (2014-2018)"; the document on the new vision is expected to be approved soon, as well as to be formally presented at the National Conference on Education scheduled to take place in November 2014; (iii) the important progress made towards Public Disclosure Copy the operationalization of the Open EMIS; (iv) the fact that the MOE is now responsible for the competitive selection of new teachers according to professional criteria; (v) the ongoing satisfactory implementation of the Jordanian model for school development and improvement (SDDP); (vi) the further strengthening of the Early Childhood Development (ECD)/ preschool sub sector through new constructions, partnerships with universities, donations, implementation of the quality assurance procedures, rigorous monitoring and evaluation and launching a national awareness campaign; (vii) the general progress of schools under construction/extension. While the overall progress of ERfKE II is positive, the World Bank loan - 94 percent of which is allocated to civil works - has nevertheless experienced a slowdown in disbursement, mostly due to a stagnation of the number of commitments during 2013-2014. One year and a half before project closing date, the loan disbursement rate is still below 50%. Thus, the team urged the Ministry of Public Works and Housing (MOPWH) to accelerate the design phase of the remaining schools (9 extensions and 5 new schools) in order to commit contracts no later than mid-September 2014. In terms of compliance with the Environmental Management Plan (EMP), the MOPWH selected a consultant to prepare the first environmental report. However, the submission of said report had to be postponed until June 30, 2014, due to the fact that the identification and selection of a qualified consultant took more time than expected. The Report was officially transmitted to the Bank on July 1, 2014.
