The additional credit would fill a financing gap for the first component of the project (mortgage market development) and scale up components two (housing microfinance) and three (affordable housing supply). The additional IDA funds would help achieve sustainability of the key institutions created under the project. The Board also approved a restructuring of the project to revise the Project Development Objective, and performance indicators, for improved clarity. The revised PDO is to facilitate the development of the housing finance market through the provision of medium and long-term liquidity to lenders. During the next phase of the project, TMRC will continue to support the rapidly growing mortgage market, while also moving towards financial sustainability by raising its own funding through other means, such as local bond issuance. In addition, the Housing Microfinance Fund began lending operations in 2015, and the first transaction was executed with Dar Es Salaam Community Bank in July 2015. HMFF will provide long-term loans for lower income earners who currently lack access to housing finance either for the purchase of a home or for home improvements. The project continues to be rated Moderately Satisfactory for both Progress towards Achievement of the Development Objectives and Implementation Progress. However, other PDO level indicators have not recorded any progress during the time period under review. M&E performance continues to be Satisfactory, and has benefitted from excellent collaboration with TMRC. As HMFF comes online, it will be necessary to closely monitor disbursement of loans to participating FI’s and the conversion of these loans into housing microfinance loans. Though not included in the official results framework, the mission would recommend BOT to track the number of loans extended by FIs and average size so as to gauge progress towards reaching targeted income level. Average loan size as at 30th September 2015 was TZS 67 million which is equivalent to US$ 31,314 TZS. This is a decline from average loan size of TZS 75million (US$ 34,835) reported as at 30th June 2015. The average loan size across mortgage lenders varied greatly, reflecting different strategies and customer bases. Akiba, EFC and DCB who target lower income customers had much lower average mortgage loan sizes than the likes of Stanbic Bank whose average loan size was TZS 376 million (US$ 174,546.03).
