All the components of the original project haven been ether fully implemented or are near completion. Although the parent project's Component 1 "improving teaching and learning conditions in primary schools" activities are almost completed the rating is kept at Moderately Satisfactory to Satisfactory. The main reason is that the additional financing has bumped the targeted number of trained teachers from 1,620 to more than 9,000. The team has therefore decided to keep the rating at MS. As for the parent project's activities, (i) construction and rehabilitation of classrooms, latrines, and water points has been completed; (ii) all textbooks and teacher guides have been delivered; and (iii) roughly 1,403 teachers or more than 87 percent of the original target number (1,620) of teachers to be trained in the parent project have actually been trained been trained. Due to the additional financing not only has the number of teachers to be trained has been greatly expanded (from 1,620 to 9,000) but so has the geographical scope moving from 5 regions to 23 regions or the whole country. The plans for training the updated number of teachers have already been developed and the team expects that most of the new teachers to be trained in time. The team expects to upgrade the rating of this component for the next ISR if the training plans are adhered to. Beyond the original scope of the project, the project has financed the development of the curricula for secondary schools for all subject matters. Currently the curricula for 12th grade are being written and it is expected that in 2018 the curricula for 13th grade will be finalized completing the curricula for the primary and secondary education sub-sectors. The project has also included the training of school directors on school management and governance. This training was decided after the mission of March 2017 when it was clear that directors didn't manage properly their schools including the use of available textbooks. Component 2 "improving teaching and learning conditions in primary schools" has also seen significant progress. All 300 teachers and 90 inspectors have been trained. The documentation centers have all been built and generators have been delivered. For the virtual documentation centers, the tablets have been ordered but the internet connection is not available yet. Other remaining activities/action are (i) delivery of scientific kits which have been delayed because only one company bid and it had no prior experience delivering kits, and (ii) the delivery of textbooks for the physical documentation centers because the firms that bid had too high financial proposals, and (iii) digitization of all curricula and textbooks into the tablets which is expected during the next mission of the firm that has been contracted for this activity. Component 3 "project management and monitoring evaluation" is being well implemented and the project well managed as witnessed by the most recent FM rating. The July 2017 FM mission has rated the project Satisfactory on FM, an improvement from the previous MS rating. IFRs are submitted on time and are of good quality, the audit report for the 2016 calendar year has been submitted May 11, 2017 or more than one month in advance of the deadline, and the project disbursement rate increased significantly over 6 months. The project has not experienced delays in procurement as most of the activities are planned well in advance and the World Bank procurement team and the PARSET2 team work closely to make sure that procurement documents are of good quality so that the no objection process is not delayed. A new M&E specialist has been hired to follow all the activities of the parent project and the additional financing. Although the M&E specialist is strong, the project coordinator has requested some additional training to strengthen her even more. The gender balance of the project coordination unit has also been strengthened as the new M&E is a woman as is the FM. Component 4 "stabilizing community teachers in schools and classrooms" is mostly focused on paying community teachers (CT). The major constraint to the payment of CTs is the census which is expected to start early January 2018. Almost all community teachers (level 1 and level 2) have received their training. The additional financing has increased the target of trained CTs from 1,620 to 9,000. From the original 415,000 textbooks and teacher guides planned more than 450,000 have been delivered directly to the schools and this led to a textbook-student ration of 52 percent which is slightly higher than the 50 percent target. There has been no CT strike since the start of the school year but the risk of CT strike is real and increases each day the census is delayed.
