The Program is maturing and getting more and more results on the ground; exchange of technologies, best practices and innovations continue to be scaled up in the participating countries, education of young scientists is increasing and country seed system are being strengthened Page 1 of 16 The World Bank Report No: ISR15571 (production of certified seeds is growing). The Program is getting more visibility across the region due to tangible results achieved in the field and a strong appreciation from stakeholders including Government officials and ECOWAS. So far a large number of technologies have been developed or pulled out of the shelves of research institutions and are being disseminated and adopted by producers and other end users in the sub region. WAAPP has a transformation nature influencing institutions in the agricultural sector of the sub- region, enhancing collaboration between countries, promoting the elimination of cultural and linguistic barriers. Public Disclosure Copy For WAAPP-1B, progress toward attaining PDO is globally satisfactory (S) as it is satisfactory (S) in Cote d’Ivoire and Nigeria (the two countries weights 80% of the project funding) and moderately satisfactory (MS) in Burkina Faso. So far WAAPP-1B has reached directly about 966,000 beneficiaries (beyond the targeted 700.000 beneficiaries at the end of year 3) of which 43% of women (target is 40%). Improved technologies developed by the project are being used on about 348,000 ha on which farmers are experiencing an increase of yield ranging from 50% to 150%. And about 425,000 producers have adopted the improved technologies disseminated by the project. 137 students are being sponsored for academic studies (MsC and PHD) by the project in the three countries. The update of these figures after the raining season will show a high increase in the achievement of PDO targets as a lot of activities are underway. The three countries are also implemented an action plan to speed the transformation of the centers of specialization into regional centers of excellence. The pace of implementation in Burkina Faso is still low due to bottlenecks on procurement and overloaded project staff while in Cote d’Ivoire the implementation pace is so fast that it is likely that the project will exhaust its fund before the closing date. It was agreed: i) to recruit two additional staff in Burkina (a financial specialist and a technical expert); and to explore ways to start the second phase of WAAPP earlier than planned in Cote d’Ivoire. The disbursement status as of August 2014 was for the IDA financing: 44% for Burkina, 76% for Cote d’Ivoire, and 54% for Nigeria. With respect to the GFCRP the disbursement rates were 18% for Burkina Faso, 50% for Cote d’Ivoire, and 47% for Nigeria. The main recommendations for the three countries are to ensure that organize a good follow up of the program of activities to be developed during the raining season and ensure that the GFRP fund will be exhausted by June 2015 before the closing date. Implementation status update by country: BURKINA FASO: Although the rating of the project remains moderately satisfactory (MS), the overall trend observed in the implementation of project activities suggests that the project is progressing positively towards achieving its Development Objective. Todate WAAPP Burkina has reached more than 110,000 direct beneficiaries (of which 38% women). The three (3) tolerant-rainy season varieties of tomatoes released are being disseminated for adoption and transferred to other countries. More than 60,000 hectares of land have been cultivated using the newly released technologies and more than 25,000 producers have now adopted the technologies released under the Project. An action plan to scale up the use of improved seed is being implemented with the procurement of more than USD3m. The main challenges the project is facing are (i) speeding-up the construction of and equipment Lab for the National Center of Specialization (fruits and vegetables), (ii) recruit additional staffs for the PCU to strengthen project coordination, and (iii) ensuring a good disbursement and annual budget execution rates. COTE D’IVOIRE: WAAPP Cote d’Ivoire continues to be one of the best performing of the 13 participating countries: the Project has now (mid-year) reached close to 254,000 direct beneficiaries out of 200.000 targeted at the end of the year. Women beneficiaries have increased from 29% in October 2013 to 45% women resulting from the implementation of the gender action plan; the National Center of Specialization has released seven new technologies since November 2013 with a potential of 50 to 150% yield; about 84,000 hectares are using the new technologies released under the Project; close to 115000 producers have adopted the improved technologies generated under the Project; In terms of capacity Public Disclosure Copy building the Project is financing about 40 students in their Master and PhD programs. WAAPP Cote d’Ivoire has also adopted new technologies from other WAAPP countries, including e-extension, manual harvesting equipment for rice and new varieties of rice. The main agreed actions for the next mission include: increase the availability of seeds and planting material; improve the performance of advisory services through the scaling up of E-extension and innovation platforms; and strengthen communication for technology adoption. NIGERIA: The country recorded the best performance since October 2013: the total number of beneficiaries has increased from 316,063 to more than 600,000 of which 38% are female; number of hectares of land covered by improved technologies, has increased by 119%- from 58,000ha to 238,597ha, while the number of adopters of the improved technologies has increased by 1130% - from 23,000 to 260,000 adopters. Most of these achievements can be attributed to the increase in the use of various dissemination tools such as adopted villages, schools and innovation platforms. T; the number of adopted villages and innovation platforms’ communities are now 556, over four times what it was during the last mission. There are now 124 ; adopted schools are now 124, while the number of Innovation Platforms has increased from three (3), during the last mission, to fifty one (51); And hence all are tools that would speed up the achievements of the PDOs and continue to scale up the results. The project team is encouraged to continue to implement its annual work Page 2 of 16 The World Bank Report No: ISR15571 program and budget, scale up its collaboration with private sector, scale up the transfer of mechanical tools developed by the mechanization research center to stakeholders and ensure that the NCOs will facilitate the dissemination of the technology package on fisheries to the other WAAPP countries. The Program is maturing and getting more and more results on the ground; exchange of technologies, best practices and innovations continue to be scaled up in the participating countries, education of young scientists is increasing and country seed system are being strengthened (production of certified seeds is growing). The Program is getting more visibility across the region due to tangible results achieved in the field and a strong appreciation from stakeholders including Government officials and ECOWAS. So far a large number of technologies have been developed or pulled out of the shelves of research institutions and are being disseminated and adopted by producers and other end users in the sub region. WAAPP has a transformation nature influencing institutions in the agricultural sector of the sub- region, enhancing collaboration between countries, promoting the elimination of cultural and linguistic barriers. For WAAPP-1B, progress toward attaining PDO is globally satisfactory (S) as it is satisfactory (S) in Cote d’Ivoire and Nigeria (the two countries weights 80% of the project funding) and moderately satisfactory (MS) in Burkina Faso. Page 15 of 16 The World Bank Report No: ISR15571 So far WAAPP-1B has reached directly about 966,000 beneficiaries (beyond the targeted 700.000 beneficiaries at the end of year 3) of which 43% of women (target is 40%). Improved technologies developed by the project are being used on about 348,000 ha on which farmers are experiencing an increase of yield ranging from 50% to 150%. And about 425,000 producers have adopted the improved technologies disseminated by the project. 137 students are being sponsored for academic studies (MsC and PHD) by the project in Public Disclosure Copy the three countries. The update of these figures after the raining season will show a high increase in the achievement of PDO targets as a lot of activities are underway. The three countries are also implemented an action plan to speed the transformation of the centers of specialization into regional centers of excellence.
