The project, Emergency Youth Employment and Skills Development, which includes the initial credit (parent project) and Additional Financing (AF), focuses on improving access to temporary employment and skills development opportunities for young men and women in Cote d’Ivoire. The parent project was approved by the World Bank Board of Executive Directors on 15-September-2011, became effective on 27- December-2011, and was scheduled to close 20-June-2015--this closing date was extended to 30-June-2017, when it actually closed. To expand/extend areas of coverage of project activities and to maximize results and sustainability of the parent project, Additional Financing (AF) was approved on 26-March-2015. The AF became effective on 04-August 2015 and was scheduled to close on 30-June-2019. This closing date has been extended to 31 December 2020. The parent project was fully disbursed. To date, 63,473 Youth have benefited from the project (33,382 from the parent project, and 30,091 from Additional Financing). Under the additional financing the activities cover the Labor Intensive Public Works (LIPWs) in 8 cities and in 10 regions. LIPWs in 8 cities are in its closing stage with 13,084 beneficiaries to date (more than 102% of the target). Component 2: Skills development and Employment Support. This component includes the following sub-components: - Apprenticeship - Internship - Entrepreneurship and self-employment support (implemented by specialized firms) Sub-component 2.1 - Apprenticeship  With the AGEFOP, 6,000 youth (out of 5,500 end target) were placed in apprenticeship in 18 localities and mainly in the areas of hospitality and catering, transport, driving and maintaining public vehicles and equipment, agriculture, building construction, public works and related activities. An amendment to the agreement has been signed in June 2019 to increase the number of beneficiaries (2,500 additional target)  With the REGIONS, apprenticeship have been completed for 650 beneficiaries (out of 650 end-target) in three (3) following pilot areas: District of Yamoussoukro (400), Regions of Mé (200) and Bagoué (50). An additional 350 young have been selected in order to benefit apprenticeship in the three pilot areas.  Under the support for the reform of Vocational Training with the integration of apprenticeship in the curriculum: The revised law for the governance of the vocational centers has been adopted. Four (4) orders related to the Apprenticeship Decree have been validated (government bodies, list of selected centers, recruitment criteria, model of contract/agreement) and civil work have started in the four beneficiary centers (Bouaké, Ferké, Abidjan-Riviera, Abidjan-Vridi) Sub-component 2.2 - Internship  Activities to support the reskilling and requalification of long-term educated but unemployed youth are ongoing. 6 449 applicants have been registered.  2,227 youth (out of 2000 expected) have benefited from training in companies (503 internship are still ongoing) Sub-component 2.3 - Entrepreneurship and self-employment support (implemented by specialized firms). This sub-component covers 3 areas: Area 1: Support for the creation and management of revenue-generating activities (RGA) and Small & Medium Enterprises (SME): Contracts with providers are signed for a total of 2,800 beneficiaries in the Regions of Kabadougou, San Pedro, Mé, Bélier, Bagoué , Moronou, Gbôklè, Agnéby- Tiassa, Haut Sassandra and the District of Yamoussoukro. To date 2,800 beneficiaries have been trained, (out of 2,800 end-target). Out of these 1,664 young people have received funds to implement their business action plan. Area 2: Support for the creation and management of the Associations of Village Savings and Credit(s): Contracts with providers are signed for a total of 2,000 beneficiaries in areas of the Regions of Kabadougou, San Pedro, Mé, Bélier, Bagoué , Moronou, Gbôklè, Agnéby-Tiassa, Haut Sassandra and the District of Yamoussoukro. To date 2,000 Youth participated (100 percent of achievement). Area 3: Setting up incubators. The scope of this activity has been reduced. To date only two incubators are under implementation (i) INTA in Agneby-Tiassa has selected 140 beneficiaries who are currently under training., and (ii) IECD/INP in Yamoussoukro is under the process of selecting 40 beneficiaries to support them in creating start-ups in agro-industry. Component 3: Strengthening Institutional Capacity. Activities under this component are progressing well. The day-to-day management of the project, with qualified staff of the PIU, has been commendable.
