We have audited the special purpose financial statements (from page 5 to page 18) of World Bank Loaned Jiangxi Shangrao Sanqingshan Airport Project, which comprise the Balance Sheet as of April 30, 2019, the Summary of Sources and Uses of Funds by Project Component, the Statement of Implementation of Loan Agreement and the Special Account Statement for the period from Jan 1,2018 to Apr 30, 2019, and Notes to the Financial Statements. Project Entity and Jiangxi Provincial Finance Department's Responsibility for the Financial Statements The preparation of the Balance Sheet, the Summary of Sources and Uses of Funds by Project Component and the Statement of Implementation of Loan Agreement is the responsibility of your entity, while the preparation of the Special Account Statement is the responsibility of Jiangxi Provincial Department of Finance, which includes: i. Preparing and fair presenting the accompanying financial statements in accordance with Chinese accounting standards and system, and the requirements of the project loan agreement; ii. Designing, implementing and maintaining necessary internal control to ensure that the financial statements are free from material misstatement, whether due to fraud or error. Auditor's Responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with the Government Auditing Standards of the People's Republic of China and International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor's judgment, including the assessment of the 3 risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entities' preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. Notes to the Financial Statements Notes to the Financial Statements 1. Project Overview The loan number of Jiangxi Shangrao Sanqingshan Airport Project is 8256-CHA. The project construction components include building a grade 4C airfield featuring a 2,400m*45m runway and one vertical taxiway, a terminal area capable of annually holding a volume of 750,000 passengers, 4,500 tons of cargo and mail, and 7,400 aircraft movements up to 2025. The terminal area is designed to cover an area of 10,496 ml with 6 aircraft parking aprons. Supporting facilities for communication, navigation, weather information, power supply, water supply, gas supply, oil supply and firefighting and rescue, etc, will also be constructed. The project agreement was signed on June 4, 2013, came into effect on September 2, 2013, and would be closed before December 31, 2018. The project plans to use 149.6 hectares of land (2,243mu). The total planned investment is RMB 798,560,000 yuan, including a World Bank loan of USD 50 million (equivalent to RMB 315 million yuan). 2. Consolidation Scope of the Financial Statements Consolidation scope of the financial statements covers the financial statements of Shangrao Sanqingshan Airport Co., Ltd. and the special account statement of Jiangxi Finance Department. 3. Accounting Policies 3.1 The Financial Statements of the project were prepared according to the requirements of Accounting Methods for the World Bank Financed Projects Xa izi[2000]No.13) . 3.2 As the account closing date of this project is December 31, 2018; and a four-month payment period can be extended according to the World Bank's payment policy, the accounting period of this project is from January 1, 2018 to April 30, 2019. 3.3 The accrual basis and the debit/credit double entry bookkeeping method are adopted. RMB is used as the recording currency of bookkeeping. 4. Explanation of Subjects 4.1 Total Project expenditures The project expenditure from January 1, 2018 to April 30, 2019 was RMB 40,820,803.42 yuan, and the cumulative expenditures were RNM 16 774,044,006.41 yuan, which accounted for 96.93% of the total investment plan. 4.2 Total Cash and Bank On April 30, 2019, the balance was RMB 14,133,902.34 yuan, with a reduction of RMB 15,135,996.2 yuan compared with that on December 31, 2017. 4.3 Total Prepaid and Receivable Its balance on April 30, 2019 was RMB 10,824,430 yuan, mainly the prepayment for the construction of oil supply project by China National Aviation Fuel Co., Ltd (Jiangxi Branch) and the air pipe installation project by Beijing Jinghangan Airport Engineering Co., Ltd. 4.4 Fixed Assets On April 30, 2019, the balance was RMB 69,621.23 yuan, mainly for purchasing vehicles and office facilities. 4.5 Project Appropriation Funds and Project Capital On April 30, 2019, the balance of project appropriation funds was RMB 383,460,297.66 yuan, and the project capital balance was RMB 50 million yuan. The total counterpart funds of the project are RMB 483,560,000 yuan. As of April 30, 2019, RMB 433,460,297.66 yuan was made available, accounting for 89.64% of the total.
