By component the results are as below presented: • Component 1: Implementation, Analysis and Dissemination of the 2016 Population and Housing Census The census execution rate is estimated at 90% and can be broken down as following: Digitalization of the census maps. This activity has slowly progressed because of the delay in the recruitment of the Consultant who will be on board by mid-September 2019, since the selection process is quite finished. Once the consultant is selected the field work to collect GIS data for each Enumeration Areas (EAs) will start. As a reminder the equipment is already available. It should be noted that for the needs of the randomized selection of the poverty survey sample the household in selected EAs will be enumerated in addition of the EAs GIS coordinates data collection. 9/15/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Comoros Statistics Project (P159437) Enumeration of the population: The activity is fully completed. Post-census survey: This activity is fully achieved, and the survey report is available. This post-census survey has estimated the coverage rate of the 2017 census at 81.1%, which is very closed to the 2003 census one (81.06%). Data processing, analysis and dissemination: This activity is executed at 100%. The data entry and edition are ready. The census’ s main results are released with a good dissemination coverage. Thematic reports: in addition to the main census results, additional thematical report should be produced. Two out of ten reports are available. The remained reports are expected by April 2020. • Component 2: Implementation of the 2018-2019 Household Poverty and Living Standards Survey The overall execution rate of the poverty survey is estimated at 50%. More time than expected has been taken to finalize the survey tools and methodology (paper and CAPI questionnaires, sampling, organizational scheme). Therefore, the timeline has been delayed and the data collection is planned to end on April 2020 after six months of field visit. The initial plan was September 2019. For this moment, the questionnaire has been largely reviewed by the main Institutions involved in poverty issues in Comoros. In addition to the poverty and living conditions purpose, it includes the recent cyclone impact and the poverty needs by adapting it with the census questionnaire. Other big issues such as the “Grand marriage” are also considered to better understand the Comoros context. The sampling is as following described: randomized approach is used to select 400 EAs proportionally to their size and 20 household with an equal probability in each selected EA. A small-scale test of the CAPI questionnaire has been done to be sure that the questionnaire is Okay for the training of enumerators. Two pilot tests are planned with all the enumerators during the training. Drawn from the 2017 census, the overall sample size is 8,000 household allocated into seven strata (Moroni urban, Other Ngazidja urban, Ngazidja rural, Anjouan Urban, Anjouan rural, Moheli urban, Moheli rural). The Non-Standard Unit survey (NSU) has been already implemented. The units table conversion and the photos album that will be used to collect consistent data of food consumption during the household data collection ae being finalized. Some corrections are ongoing to be able to use these two NSU outputs. As a reminder, a complementary survey should be done to make comparable the 2019 poverty survey with the 2014 survey. A sub sample of 1,000 household will be applied the 2014 survey questionnaire at the same time. The complementary survey tools (questionnaire, manuals, sample) are ready. • Component 3: Strengthening of Human and Infrastructure Capacity The implementation of the training plan adopted previously by the Bank is pursuing. As a result, the INSEED teams involved in the project activities currently take the lead for the achievement of most of the project output.  Poverty survey: Two INSEED staff attend to the regular capacity building workshops organized by the Bank for the WAEMU Countries’ National Statistics Office. These workshops deal with the poverty survey design, the poverty measurement approaches, the poverty survey comparability over years based on experimental and survey to survey approaches. All these workshops are based on data collected from the WAEMU harmonized standard survey that will be used by the Comoros. To the thanks of these training and the regular remote training with the Bank team via webex, the INSEED team conduct themselves the poverty survey.  National account: INSEED agreed with AFRITAC/IMF a action plan for the migration from the 1993 National Account System to the 2008 one. The Project supports this initiative by enhancing the INSEED Staff capacity in producing national account data. As a result, many trainings have been provided and the gap on GDP data have been overcome. INSEED produces and releases GDP data in a timely manner. The definitive accounts of 2016 and 2017, and the temporary account of 2018 are available.  Prices data: to the thanks of the project, INSEED is up to date in the production and publication of the prices index. In fact, the project has funded the data collection including the recruitment of the key Staff.  The project has funded an assessment of the learning program of the University of Comoros' Department of Statistics. This assessment has been conducted by the Abidjan Statistics School. Its objective is to propose a standard learning curriculum comparable with the African statistical school network's learning program. The overall execution rate of this component is estimated at 90%. Few remained activities are related to the acquisition of the Software Phoenix (price index subcomponent), trainings on poverty maps (poverty survey) and study tours (National account). • Component 4: Project Management The World Bank financial management and procurement team pursue the closed support through regular supervision missions and continuous remote monitoring for the Project Implementing Unit. The overall disbursement rate of the project is good and is 86% before 9-10 months from the project closure date June 30, 2020. The financial monitoring reports are produced on time. The project external audit is up to date since the 2017 and 2018 gap has been overcome. The disbursement rate is currently at 86% corresponding to a 10 percent points increase from the latest ISR. Concerning the procurement, the STEP is used well by the PIU. The functioning of the project M&E system that was a key recommendation during the previous ISR becomes is effective.
