During the reporting period, procurement of consultant contracts for Batch One subprojects has made some progress: 17 contracts were signed (CQS/ICS/Shopping) out of 65 contracts planned, and some of the planned contracts are being processed. Key progress includes : i) a workshop on the establishment of budget expenditure evaluation system was widely reported by the media and the news was posted on MOF’s website with the MOF’s Assistant Minister expressing strong support for the study (Subproject A02); ii) a MOF delegation attended the 3rd Global Conference on the Science of Delivery Initiative and shared with other countries China’s progress and practices on the initiative (Subproject A04); and iii) the MOF collaborated with the IMF on the local bond market development issue by conducting a workshop and field work in Chongqing (A04). Status of Batch two proposals, which are being reviewed and to be selected by MOF The Technical Review Committee (TRC) was recently established and has reviewed 34 subproject proposals. The TRC provided comments on the scoring of each proposal to the PMO. Based on the TRC’s comments, the PMO will select and recommend proposals for the Batch Two to the Bank soon. Loan proceeds to be allocated to the Batch Two are estimated at USD 8 million. The selection of Batch Two proposals would increase the commitment to USD 13.44 million from the current USD 5.44 million. Technical support of the Bank Following the MoF’s request for the Bank’s technical contribution to improve the quality of subprojects, the Bank provided technical comments and advice to various subprojects. A World Bank expert joined the field supervision mission to Henan province, providing comments on Agricultural and Operation Capacity Building Project (B03). Subproject supervision meetings conducted in Beijing were also joined by the Bank technical staff from the Governance and Social Protection GPs, who exchanged views and international practices on the related subprojects, including Mean-tested Social Welfare Targeting (A01) and Budget Performance Evaluation (A02).
