Malawi: The disbursement rate reached 43.2% (as of April 24, 2014) of the total credit, with the total commitment rate of 93.2% as of the signing of the large international connectivity Public Disclosure Copy contract with SimbaNet Tanzania in December 2013. The project shows steady progress from the last supervision mission in October 2013. Both the Public Sector ICT Policy and National ICT Policy were completed. The revised Communications Act and e-Legislation Bills have been drafted. The last mile connectivity initiative has provided Internet connectivity and IT equipment to 145 governmental and educational establishments under Phases I, II, and III.. Almost all planned capacity building activities for five institutions (including: the PPP Commission, Ministry of Finance, Ministry of Information, the e-Government Department, and the Malawi Communications Regulatory Authority(MACRA) have been carried out. Mozambique: As of May 1, 2014, the disbursement rate rose to 61.8% of the credit (up from 49.1% from the last mission in November 2013). However, actual commitments (i.e., signed contracts and operating costs) are only at 54%, with the balance residing in the designated account. There has been progress on procurement of significant project activities agreed for prioritization during the last mission, but most of the contracts remain to be awarded or signed. It is expected that disbursements will pick up significantly in the coming months as the contracts are finalized and works and services are carried out. Despite the implementation lags in some areas, significant results have been achieved. In terms of sector competitiveness and access, Movitel has launched commercial services and has had a significant impact on the reduction of the mobile service costs and access in rural areas. Vodacom is also rolling out national fiber network. The results achieved in the recent tender for purchase of telecom capacity for the university network and Community Multimedia Centers (CMCs) show that internet prices are coming down significantly, a very positive development. In parallel, the project has contributed to tripling the amount of capacity available to the Government through the Government Electronic Network (GovNet) to 456Mbps. The project has so far connected 12 research and educational institutions in Maputo. 13 out of total 20 CMCs have been completed and high-speed broadband Internet will be provided to each. In terms of improved government efficiency and support for service applications, the project has supported several IT equipment purchases (hardware, software, licenses, etc.) as well as technical support for telecommunications strategy and regulatory framework in Mozambique. Tanzania: Project implementation progress improved but remains slow. The disbursement rate slightly improved to 16% but it remains low. Disbursement rate is expected to improve in the next 6 months thanks to the recent signing of several large contracts including the first set of contracts for the implementation of the Government Network (total value over US $7.6m) and second phase of universal access program (value over US$6m). The key results achieved so far include: (i) procured bulk international Internet bandwidth for 10 years which is being distributed to Government institutions. These institutions have gained centrally procured and managed Internet access at low cost which allows for improved Government efficiency; (ii) contributed to the successful implementation of the National ICT Broadband Backbone financed by the Government of China (about US$200 million) through financing part of the supervision cost on the Government's side. Although the Project funded activity is relatively low cost/disbursement, its impact is large - the backbone is successfully implemented, all telecommunications operators have open access to it, and the prices have dropped by over 90%; (iii) launched implementation of the Government Network. By mid-2015, over 70 Government MDAs will be connected using high-speed data connection. It is expected that this will contribute to significant reduction of Government communication cost and improve Government efficiency; (iv) the implementation of the first phase of the universal access program financed by the project has resulted in over 50 unserved or under-served wards in rural Tanzania gaining access to mobile telephony services. The second phase contract for the provision of services in additional 33 wards has been signed with implementation expected to be completed by end of 2014; (v) nine mobile based e-Service identified through a government wide prioritization exercise are being launched in spring of 2014. The services include mobile based access to school test results and university admission decisions, mobile and Internet based employment/ recruitment application for Government jobs, voting information application, and a service to deliver timely and accurate weather information via mobile; and (vi) preparatory work is in progress Public Disclosure Copy for all e-Government applications designed to improve Government service delivery as well as work on the enabling environment including capacity building. Mozambique: A follow-up mission is planned in August 2014 to assess the progress against the benchmarks discussed during this SPN mission and take a decision on the way forward. The mission observed progress with several notable short-term and medium-term activities. Tanzania: The second set of Government Network contracts are expected to be signed in July-August 2014. The tender for the third part of Government Network (connecting Local Government Authorities) is expected to be launched by September 2014. The third phase of the universal access program is expected to be launched by October 2014. Tender for the implementation of the national business portal is expected to be launched in July 2014. The implementation of the land management system will be funded by the Private Sector Competitiveness Project.
