The project is implemented primarily by the Ministry of Education (MOE) and the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD). The overall size of the project is USD 38 million of which USD 20 million is from IDA and USD 12 and USD 6 million respectively from the Government of Norway and USAID, channeled through the Afghanistan Reconstruction Trust Fund (ARTF); of the original ARTF financing of $18 million, only $9 million was approved in April 2009. The project development objective is to increase the number of immediately employable graduates through building, in stages, a high quality Page 1 of 6 The World Bank Report No: ISR5558 TVET system that is equitable, market responsive and cost effective. After initial difficulties, project implementation has improved significantly during the last 9 months, following the Mid-term review in April 2011. Some of the notable successes include: first cohort of 1,058 students graduated from NIMA (National Institute of Management and Administration) in October 2011, the Afghanistan Public Disclosure Copy National Institute of Music (ANIM) is providing world class musical education to children largely from disadvantaged backgrounds, project management is continuing to improve, and initial difficulties in the areas of financial management, procurement, environment and social safeguards aspects, and project management have been either resolved or are being satisfactorily being resolved, and their ratings have improved to Moderately Satisfactory. Agreement has also been reached on the approach for the recruitment of a new Implementing Partner for NIMA. There is now stronger political commitment, regular monitoring and improved coordination across the participating ministries and agencies. The overall project ratings for the Implementation Progress and the Likelihood of the Project Achieving its Development Objectives are also now Moderately Satisfactory. Contents of the project restructuring have also been agreed to and a request for additional financing of $12 million is being prepared for submittal to the Management Committee (MC) of the ARTF (Afghanistan Reconstruction Trust Fund). Project restructuring will help to more accurately reflect expected end-of-project targets, revise the results indicators to reflect the implementation experience, strengthen NIMA management, provide operational autonomy to the ASDP supported DMTVET's TVET institutions, recruit new implementing partner for NIMA, reallocate resources across components to meet the financing requirements, and extend the closing date to June 30, 2014. The additional financing will help cover mainly the costs of the new Implementing Partner for NIMA, and scale up the well performing support to NSDP (National Skills Development Program) for training of youth, marginalized farmers, poor women and injecting drug users.
