By component the results are as below presented: • Component 1: Implementation, Analysis and Dissemination of the 2016 Population and Housing Census The census execution rate is estimated at 75% and can be broken down as following: Digitalization of the census maps. The equipment are already procured and the field work is planned during the 2019 second quarter Enumeration of the population: The activity is fully completed Post-census survey: The data collection and entry is accomplished. The data entry is end but the edition is still ongoing. The census report is expected on June 2019. • Component 2: I mplementation of the 2018-2019 Household Poverty and Living Standards Survey This activity is executed at 40%. The preparation of the survey is well advanced and the following activities are so far completed: i) acquisition of tablets, ii) including the users feedback on the survey instruments (methodology, questionnaire, sampling, timeline, budget), (iii) finalization of the PAPI and CAPI versions of the non standard unit survey (iv) mission in Dakar to benefit from the Senegal experience on NSU, (v) training on poverty measurement approaches using the first wave of WAEMU household survey data. The revised timeline plan the first wave of the household data collection during the period April-June 2019 and the second wave during the period September-November 2019. • Component 3: Strengthening of Human and Infrastructure Capacity To adapt the training activities to the needs of the project, a training plan was designed by INSEED and validated by the Bank. In this context, the Coordination team benefited from capacity building in financial management and procurement. Initial training in statistics and CAPI Survey Solutions were also provided to the INSEED Staff. Concerning the improvement on national account data, a new action plan for the implementation of the 2008 international approach is defined and will be executed during the first quarter of 2019. This action plan includes capacity building activities for the Staff on new approach for producing some economic data. Many materials and equipment were acquired by the project as part of the census and in anticipation of the start of the poverty survey. The project thus financed the acquisition of computer equipment and software (computers, tablets, card digitizing devices and software, internet box), set up and equipped a container for the filing and archiving of the questionnaires of the census. The project has endowed INSEED with a large capacity generator and an electrical connection by solar as an alternative solution to recurrent power cuts. The mid-term review estimates the execution rate is at 50%. • Component 4: Project Management The World Bank support through regular supervision missions and continuous remote monitoring has enhanced the quality of financial and procurement management. The overall disbursement rate of the project is good and is 76% after one year and half start-up knowing that the project closure date is set for June 30, 2020. The financial monitoring reports are produced on time. Concerning the procurement, major deficiencies have not been detected. To improve the project management, training on procurement and financial management tools and procedures will be provided to the Project Unit in the next couple of months. These upcoming trainings on procurement that focus on STEP are mainly dedicated to the new procurement specialist who recently replaced the previous. As a reminder, an initial training on Bank’s procedures (FM and procurement) was provided to the PIU at the start of the project. In addition, the PIU team also benefited other specific trainings on new approach of accounting in the OHADA membership Countries.
