The amount committed in the three road works contracts signed to date is $4.7 million (emergency works in Sumbango, Fogo; PBC works in Tarrafal - Monte Trigo , Santo Antao; and emergency works in Sao Domingos-Assomada, Santiago). The amount of the four ongoing tenders represents approximately $11 million. The start of these four contracts should significantly increase the project disbursement rate in the coming months. That being said, progress on the Tarrafal road to Monte Trigo is very insufficient five months after the signing of the contract. The mission therefore recommends that the Road Institute take the necessary measures to ensure that the company concludes the implementation project as soon as possible and makes up for its delay, otherwise the contractual deadline of 18 months cannot be met. 12/4/2018 Page 1 of 7 The World Bank Implementation Status & Results Report Cabo Verde - Transport Sector Reform Project (P126516) Component 2. Effective implementation of axle load control has still not taken place. The Government intends to adopt the corresponding law and publish it by the end of 2018. It then plans to organize an information and awareness raising campaign for road users. This is a dated covenant of the additional financing set for May 14, 2018 (6 months after effectiveness). Component 3. The mission has been informed that the revised highway code is now the subject of a different law from the one on axle load control (see above). Public consultations are still ongoing. Nevertheless, it is expected that the draft law should be approved during the first quarter of 2019. Component 4. The project is financing a study to increase the efficacy and effectiveness of the Road Fund (FAMR). The additional financing stipulates under the dated covenant that the Government will approve the study's recommendations and ensure the FAMR adopts and implements them within 12 months of effectiveness (i.e. November 14, 2018). Despite the delay, progress has been made in procurement for the study. Another study will assess the vulnerability of the road network to climate risks and propose an adaptation strategy to reduce these risks and enhance the resilience of the road network. The Road Institute has just completed the selection of the Technical Advisor for the study and is preparing the short list of firms to complete the study. In the maritime sector, the Government is currently reviewing its maritime and port sector strategy. The World Bank remains ready to provide advice on the strategy under development. The project could also finance any additional studies necessary for the development of the special economic maritime zone. The Government has reached the final stage of selecting a concessionaire to manage and operate maritime services between the islands. The Government intends to use project funds to assist with the process. On the reform of SOEs, the project continues to support efforts to reform Cabo Verde Airlines (the project has financed the valuation report, restructuring the debt, and technical assistance) as it undertakes negotiations with the strategic partner.
