The parent project, Education Sector Reform Project Phase II (PARSET2) and its Additional Financing (AF) focus primarily on: (i) improving teaching and learning conditions in primary schools nationwide and in upper secondary schools in selected areas, and (ii) strengthening the system to facilitate evidence-based decision-making in the education sector. The parent project was approved on 21-June 2013, signed on 11-October 2013, became effective on 08-January -2014, and had the closing date of 31-October 2018. However, this closing date was extended to 31-October 2020, to be in line with the closing date of the AF that was approved on 23-June 2017, signed on 07-July 2017, became effective on 01-August 2017 and expected to close by 31-October 2020. PARSET2 and AF implementation have made significant progress. It is also important to note that in May 22-24 the results of a parliamentary report on education was presented to parliament. The Parliament's First Vice- President spearheaded an in-depth report on the education sector focused on primary, secondary, and TVET sub-sectors. The presentation of report's results attracted a lot of attention from all lawmakers and the executive branch. The launch of the report is an enabler in the dialogue on the education sector. The community teachers received a fair deal of attention in the parliamentary report and so did the census of community teachers supported by PARSET2. The mission had a productive discussion with the First Vice-President of Parliament and his team around the census and the overall mission's objectives. The opening up of the dialogue with the Parliament is also an opportunity to further the dialogue on the sector. Progress by component. All the components of the parent project have either been fully implemented or are near completion. Also implementation of all components of the AF is progressing well. In addition, the project team, at its supervision mission of May 2018, agreed on a comprehensive Action Plan for the implementation of all the components. Component 1 - Improving teaching and learning conditions in primary schools. This component has four subcomponents. Due to the additional financing, the number of teachers to be trained has been largely expanded (from 1,620 to 9,000); also the geographical coverage moved from 5 regions to 23 regions (or the whole country). Subcomponent 1.1: Quality Infrastructure and School Furniture. This subcomponent has been fully implemented and completed. Subcomponent 1.2: Teaching and Learning Materials. The subcomponent has progressed well albeit some issues: (i) The draft national policy on textbooks have been completed and adopted on June 1, 2018. This will establish principles and clarify roles and responsibilities in the textbook policy. (ii) All curricula and textbooks from primary to general secondary schools have, so far, been completed with the exception of those of the senior secondary classes. The World Bank mission of May 2018 recommended that those in charge of this subcomponent should organize, as soon as possible, a workshop to finalize the curricula and textbook manuals for senior secondary classes. A recent reform adopted by the government splits again the first year of high school into the scientific and literature streams. Therefore the first year of high school's curricula will be revisited by the team. An external evaluation of the all the curricula, programs, and textbooks will be performed once the work is completed as expected by September 2018. (iii) Teachers' manuals have not been developed--it was expected that the cost would be covered under the national budget; however, due to the difficulties encountered by the Government, vis-à-vis national budget, no funds were allocated to the development of the Teachers' Manual. Due to the criticality of teachers' manuals, the World Bank mission of May 2018 suggested that the development of the Teachers Manual (for first, second and final- year [senior] classes) be included in the Workshop budget. Subcomponent 1.3: Community Teacher Training and Management. Training of Community Teachers (CTs) from level zero to level 1 has been achieved at 90 percent. About 1,133 out of the end target of 1,260 CTs have received their certificates. It should be noted that the gap of 127 MCs are those who were unable to score the required 8 over 20. The test for CTs to move from Level 1 to Level 2 has been completed and the examinations took place on May 19, 2018. More than 13,000 CT1s sat a national exam across the 22 ENIs in the country. The tests have been graded and the ministry is readying to announce the results sometime in July 2018 as the CT1s who passed the test (the 4,500 best performing) should start training in July 2018. Although only the average test score counts for the selection into the training program, the mission team has agreed with the Ministry of Education that all the tests will be captured into a dataset that will later help government better understand the strengths and weakness of CTs and all teachers most probably. The analysis of this upcoming very rich dataset is likely to prove invaluable for teacher policy when it comes to quality very soon. Subcomponent 1.4: Deworming all primary school-age children. Implementation of this subcomponent is progressing well. The designing tools, test tools, the memorandum of understanding and quantity of drug/medication to administer, have been achieved. About 602 trainers have been trained, and they will spread out, during the distribution mission, in six areas in 22 regions of the country. This component has the following two subcomponents of which the implementation of activities are progressing well: Subcomponent 2.1: Teacher Training and Subsector Strategy. Training of 300 science teachers has been accomplished. These teachers are already in classes. An assessment of the training is ongoing and should be completed by end of June 2018. Training of 90 school inspectors and tracking tools have been completed. To date, 45 school science inspectors keep track of science teachers in classrooms to ensure that there are no issues emanating from their training. Discussion on the sub-sector strategy will be informed by the results of these tests and trainings as well as planned studies on secondary schools and the ENS. Subcomponent 2.2: Teaching and Learning Materials. This subcomponent is progressing well. All the 31 libraries in 30 Upper Secondary schools (15 physical and 16 virtual libraries with one poor high school with both a physical and a virtual library), have been constructed and delivered. Tablets are available and all materials such as generators, shelves, tables, chairs have been acquired. Internet connection is underway as the contract is at the last step in the signature circuit and is expected to be approved soon. The digitization of textbook is remaining but the consultant has promised to visit N'Djamena during this summer and deliver the product. A second call for buying textbooks has been issued and the offers are being evaluated. Component 3: Project Management and Monitoring and Evaluation. This component has the two following subcomponents: Subcomponent 3.1: Project Management. The project is well managed and implemented by the Project Coordination Unit (PCU), which is well equipped (with human resources, computer equipment, etc.) to carry out its mandate. Subcomponent 3.2: Monitoring and Evaluation (M&E). The PCU has a qualified Monitoring & Evaluation Specialist who follows up all the activities of the parent project as well as the Additional Financing. The "Schema Directeur de l'Informatique" which is going to govern the ministry's information system has been adopted and a consultant has been hired to propose its operationalization. Component 4: Stabilizing Community Teachers in Schools and Classrooms. This component has the following two subcomponents, of which implementation is progressing well: Subcomponent 4.1: Payment of Subsidies to Community Teachers. The major constraint of this subcomponent was the census of Community Teachers. However, the census has been completed and the results are being analyzed and the database of all CTs is being created. For the first time CTs are likely to have a unique identifier in the system. This identifier will be used for many different purposes one of which is to effect salary payments efficiently and without duplication. After the availability of the CT database the next step is to pay them. The APICED has discussed and agreed with the details of the contracts with the mobile phone companies. It is expected that the contracts will be signed soon and sent into the signature circuit. All identified CT may be paid a first installment during the month of July 2018. Subcomponent 4.2: Mechanism/Method of Community Teachers' Payment of Subsidies. This subcomponent is in progress. The method of payment has already been identified; i.e., telephone mobile payment. Negotiations have taken place with two reputable mobile telephone companies (TIGO and AIRTEL).
