Given the delays in recruitment processes, the Bank has agreed that the recruitment of the Coordinator be based on comparison of CVs, offered that FAS extend the contract of its present senior financial management expert (original end date Dec 31, 2019) and consider the senior procurement officer currently recruited under the LDP as part of the compliance with the effectiveness conditions. The Bank team returned with comments on December 15, 19. A final version of the Manual should be sent to the Bank for non-objection by January 24, 20. (c) Signing of the Subsidiary Agreement between FAS and Ministry of Finance: As of December 27, the subsidiary agreement needs to be signed by MinFin and legal opinions about the subsidiary agreement and the financing agreement are pending. The signed agreement and the legal opinions need to be transmitted to the Bank by January 24.
