The target to be filled is 315 critical vacancies (90% of 350 funded vacancies in the 2014 Annual Recruitment Plan). As up today 249 vacancies were filled, this is 79% of the 2014 annual target. The total recruitment includes: (i) 152 vacancies filled in excess to the DLI Year 2; and (ii) 96 recruitments between January 2014 and March 2015. Due to the Ebola Virus Disease, the vacancies fulfilled during 2014 and the remaining 66 vacancies (22%) will be filled using an internal selection process (upward mobility policy). The new policy is promoting equity by allowing civil service employees to apply to professional positions if they can provide evidences of having obtained professional degrees and demonstrate the competences to fulfill the new vacancies. DLI 3.2 (All supervisors in pilot ministries at central, regional, and district level trained on performance appraisal) This DLI is in progress. The IPAS training planned to be taken between July and December 2014 was partially achieved. The training of supervisors in the regions on IPAS and target setting was initiated with the leadership of the Performance Management Directorate. During the period July to December 2014 training was carried out for 3 batches of 20 senior civil servants in target setting and conducting appraisal in the Western area. Additionally, 50 Middle and Senior level Supervisors were trained in IPAS in the Eastern and Southern provinces. HRMO reported that additional IPAS training activities are planned: (i) visit to the Northern Province for IPAS training, (ii) training of 30 Middle and Senior Civil Servants in the Northern Province and (iii) initiate the training activities at the district level to complete the training of all supervisors. DLI 3.3 (All pilot ministries have completed one annual cycle of the Performance Appraisal Process for Civil Servants in Grade 11 and above) This DLI is in progress. The Cabinet Secretary has led the reform conducting briefing sessions with Permanent Secretaries, Professional and other Heads of MDAs on development of targets, indicators for their PTTs for contract signing that were signed with the HOCS. By end December 2014, 67.6% (92 out of 136 personnel) signed performance contracts. During 2015, 24 performance contracts have been signed. HOCS has indicated commitment to complete the performance evaluation of 2014 performance contracts, complete the signing of contracts for 2015, and ensure that targets in PTTs are appropriate. This DLI will be assessed at the end of the year. The Ebola Virus Disease (EVD) and the resulting public health emergency has had a negative impact in all Pay and Performance Project activities. Therefore, the Government has requested the extension of the Closing Date for a period of 12 months. PSC and HRMO have used an upward mobility policy to reduce inequalities and improve fairness as well as the number of professionals in the civil service. The project's overall progress is rated satisfactory.
