All 3 Project management Teams (PMTs) are fully staffed and operational. In addition, to date, 64 subprojects were identified and approved by the local authorities through a community driven-development approach, of which 22 subprojects in the ten villages of Salahuddin, 21 subprojects in the ten villages of Muthanna, and 21 subprojects in the nine villages of Duhok. The PMTs have launched the related procurement processes and are expected to finalize the respective Bill of Quantities (BOQs) and start the bidding process towards the end of June 2019. MOP is also planning to increase the number of targeted villages to 20 in each of the three governorates. 6/25/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Iraq Social Fund for Development (P163108) The latest mission also noted progress on the compliance of the two remaining legal covenants, namely: (i) establishment of a grievance redress mechanism (GRM); (ii) preparation and disclosure of safeguards documents. The GRM has been developed and was reviewed by the Bank whereby feedback was provided to the PMO on next steps to operationalize the system, including assigning GRM officers, carrying out capacity building activities, finalizing the GRM manual and developing a temporary database for tracking grievance pending a fully functional MIS. It is expected that the GRM will be fully functional and operational by August 2019. Safeguards documents for the project, including an Environmental and Social Management Framework (ESMF) as well as the Resettlement Policy Framework (RPF) have also been prepared, cleared by the Bank, and disclosed in country and on the World Bank's external site in February 2019. Though some progress is noted on preparation towards project launch and implementation, the ratings for Progress towards Achievement of PDO and Implementation Progress are maintained as Moderately Satisfactory this reporting period given the delays in launching the approved/identified sub-projects in the first 3 targeted governorates as detailed above.
