Since the signing of the MoU with government and development partners reported in the last ISR, the achievements during this implementation period focus on strengthening collaboration with these agencies at the national and local levels to enhance participatory local development. The first and second Project Advisory Committee (PAC) meetings chaired by Ministry of Finance, and the first combined Provincial Technical Committees (PTC), were organized to disseminate information and coordinate plans and activities. The project worked in close collaboration with the Department of Local Administration, Minister of Interior, to develop participatory sub-district planning training modules which integrate the principles of community driven development approach (CDD). Training for targeted sub-district staff, village committees and facilitators is planned for mid-January 2015. The CDD component at the sub-district has been postponed until the training is delivered and to ensure that the process and timing is aligned with the sub-district planning and budgeting cycle. The CDD component at the village level has proceeded at a very slow pace as violence continues to escalate; facilitators have spent a considerable amount of time building a CDD team with village volunteers from the Southern Border Provinces Administrative Office (SBPAC) and from the Ministry of Labor (MOL) in each sub-district, and have focused their work on socialization of the project in the 25 new villages. PPF component has provided small grants to civil society organizations and networks as planned. The progress reports and IFRs were submitted with a delay. A partnership concept note between Unicef and the World Bank was developed to include child protection and early childhood development in local development and planning.
