The latest implementation support mission took place in June 2019 and found that overall progress was positive, fully reflecting the leadership provided by the Program Coordination Office (PCO) and Local Implementation Units (LIUs). Critical capacity reinforcements remain needed to sustain progress and close some persisting performance gaps, and teams are actively i) scaling up recruitments of vacant positions, especially in the LIUs; and ii) reinforcing technical capacities in the PCO and LIUs. Some of the key early results achieved include an increased occupancy rate of Qena and Sohag’s industrial zones (+19% in Qena and +5% in Sohag), a reduction in G2B services in both governorates (more than 25% reduction in processing time at two district service centers in Sohag and one in Qena) and both Governorates meetings the Performance Grant’s minimum access criteria in the first 2 years of the Program. These first Disbursement Linked Results (DLRs) led to the first results-based Loan withdrawal of USD 132m, which was disbursed in June 2019. In addition, the Independent Verification Agency has verified that both the IDA and the Governorates have approved the proposed Industrial Zones Management Framework and are now in the process of implementation (which would benefit from being accelerated in order to meet the planned implementation schedule).
