As such, the World Bank has approved an additional credit to the project in the amount of US$10 million equivalent in February 2018. The additional resources will support the government in advancing its effort to improve the quality and efficiency of primary and general secondary education. Specifically, the funds would allow the Ministry of Education, Culture and Research (MOE) to expand the coverage and depth of selected activities already initiated under MERP, such as teacher and school managers’ training, participation in PISA, and development of an additional module to the Education Management Information System (TVET module) and roll-out of the preschool module. The additional resources would also enable the MOE to finance additional activities that are complementary to the ones already implemented, including providing science labs and ICT equipment and special education teaching and learning materials to selected schools; evaluating and/or enhancing teacher and school managers’ training programs; training school support staff and psycho-pedagogues who work with students with special needs and/or disabilities; developing the capacity of the National School Inspectorate and the National Agency for Curriculum and Evaluation; and piloting a new financing mechanism for preschools. To develop this mechanism, the MOE from the MOF the data on executed budget for general schools for 2016 year. The MOE analyzed the set of data received from the MOF and found that it does not coincide with the data format developed under the school report cards mechanism, and with the data classifiers found in the EMIS database. As such, it was agreed with the IT company that during February 2017, the data received from the MOF will be imported manually in EMIS, and then 4th set school report cards will be generated.
