The proposed grant will facilitate the training of women leaders and develop the capacity of local women's organizations to set up special programs that benefit female heads of households in poor provinces. It will achieve this by: (a) linking targeted programs for female-headed households with the government's nationwide National Program for Community Empowerment (PNPM);(b) developing a pilot leadership program for grass roots women organizers; and (c) providing hands-on support for newly established programs for female-headed households involving newly trained women leaders in nine (9) provinces. Two out of five PDO indicators have been achieved, with (i) increased access of Community Groups to PNPM Funds and (ii) the increased number of PEKKA women running for Public Office in each District. For the remaining PDO level indicators (increasing HH expenditure, decreased primary school drop-out rate and increased secondary school access), performance will be measured through a second round of the impact evaluation, planned in November/December 2014. Data from the evaluation will be available in the Project’s final report. Public Disclosure Copy Overall implementation is on track, however, with the project having achieved or exceeded the target for all intermediate result indicators as at July 31, 2014, with the one exception of the block-grant disbursements to women's groups (54 percent of the end target). The slow progress in this one area is due to the time needed for new groups to meet the various “conditions” of readiness required for accessing funds. However, with the capacity of new groups increasing and the introduction of livelihoods pilot activities, it is anticipated that the target will be achieved by the end of project. The livelihoods program was rolled-out to work with existing women’s groups and will further support the PDO in increasing welfare levels, as measured by House Hold (HH) expenditure among widow participants.
