The project Steering Committee (formed by representatives of the regulators) met on Apr 11, 2019 and all SC members and other representatives of beneficiary regulators present confirmed their interest in participating and completing the project. However, the procurement of the key, relatively large ICT Regional Regulatory Support consulting assignment has been further delayed. Since the planned duration of the assignment is 15 months, the assignment can not be completed by the project’s closing date (Jul 31, 2020). USP formally requested the World Bank for the project to be cancelled via letter dated December 2, 2019. 12/27/2019 Page 1 of 5 The World Bank Implementation Status & Results Report P4: Pacific Regional ICT Regulatory Development Project (P148238) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Low Low Macroeconomic -- Low Low Sector Strategies and Policies -- Low Low Technical Design of Project or Program -- Low Low Institutional Capacity for Implementation and Sustainability -- Substantial Substantial Fiduciary -- Moderate Moderate Environment and Social -- Low Low Stakeholders -- Low Low Other -- -- -- Overall -- Low Low Results PDO Indicators by Objectives / Outcomes Impact on Telecom sector of World Bank Technical Assistance (composite score: 1- low impact to 5-hig IN00735342 ►Impact on Telecom sector of World Bank Technical Assistance (composite score: 1- low impact to 5-high impact) (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 2.00 2.00 4.00 Date 30-Jul-2014 31-Mar-2019 31-Mar-2019 31-Jul-2019 Impact on IT/ITES Sector of World Bank Technical Assistance (composite score: 1 # low impact to 5 # IN00735343 ►Impact on IT/ITES Sector of World Bank Technical Assistance (composite score: 1 # low impact to 5 # high impact) (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 2.00 2.00 4.00 12/27/2019 Page 2 of 5 The World Bank Implementation Status & Results Report P4: Pacific Regional ICT Regulatory Development Project (P148238) Date 30-Jul-2014 31-Mar-2019 31-Mar-2019 31-Jul-2019 Intermediate Results Indicators by Components Regional capacity development and knowledge management IN00735344 ►Establishment and Maintenance of Gender-disaggregated Data on ICT Market Penetration (Yes/No, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No No No Yes Date 30-Jul-2014 30-Dec-2017 30-Dec-2017 31-Jul-2020 The rural Internet penetration survey conducted in Samoa provided some gender-disaggregated data on ICT market penetration. However, most countries and operators do not collect gender-disaggregated data on ICT market penetration, so any additional data would have to come form further on the ground surveys. Comments: The project has proposed a substitute Indicator, namely an inventory of gender-specific ICT programs in the Participating Countries, which is needed to avoid needlessly replicating programs.
