The remediation plans for three sites out of four (two sites in Andhra Pradesh (AP) and one site in West Bengal (WB)) are nearing final completion and approval. The three baseline studies for the development of the National Policy for Rehabilitation (NPRPS) -(i) financial, legal and institutional study, Page 1 of 4 The World Bank Report No: ISR9728 (ii) development of methodologies and (iii) inventory and mapping of polluted sites - are progressing well, after a delayed start. The Environmental Compliance Assistance Center (ECAC) of West Bengal (WB) has been reactivated and AP and WB are working on their ECAC business strategy. However project implementation progress is rated as Moderately Unsatisfactory due to delays in several activities, mostly due to the technical and complex nature of the remediation studies, institutional changes and the challenge in obtaining commitment from multiple state-level stakeholders The Safeguards activities (Environmental Assessments and Management Plans and social development plans and consultations) Public Disclosure Copy are also on critical path. It has also been agreed that the states will obtain commitments and agreements from different public sector stakeholders to take concrete steps to fulfill their commitments, as detailed in their respective signed Memorandum of Agreements. These actions are necessary not only for progress of the project towards execution of remediation works but also to ensure long-term sustainability of the remedial measures.
