The effectiveness process is moving satisfactorily (effectiveness date limit is 3 July 2017): the FA has already been approved by the Council of Ministers on April 24, 2017. Few steps remain to achieve ratification, including the submission of the Legal Opinion to the Bank, and the publication of the Parliament ratification in the local Official Gazette (Journal Officiel). The Procurement Plan was submitted by the Government and approved by the Bank and multiple procurement processes have already been launched. Regarding the different components' implementation status: -Component 1: Activity 1.1: review and upgrade the e-Government strategy, including a stocktaking of public websites and e-Services and a feasibility study of the digitization of administrative procedures: procurement process is ongoing to support e-Government strategy, digitization of administrative procedures, archiving as well as interoperability and data management; Activity 1.3: support to the establishment of a dedicated governance and institutional framework for e-Government: procurement process is ongoing. -Component 2: Activity 2.1: Deploying a Digital Platform for e-Service Delivery for simplifying and reducing the cost of implementation of e-Services: the procurement process is ongoig for the feasibility study; Activity 2.2: Strengthening data management and open data in key sectors: this activity has been launched and building on first successes of the Burkina Faso Open Data Initiative to reinforce the production and dissemination of information in priority sectors with Burkina Faso hosting the first Francophone African Open Data Conference that will be held on 1-3 June in Ouagadougou with support from World Bank, GODAN, OD4D, AFD and participation from multiple African countries; Activity 2.4 and 2.5: Deploying an online geospatial information system (GIS) for rural development and food security management and Implementing an information platform aimed at providing relevant information for rural development, including commodity market prices, weather data and farming tips to farmers: close interaction with beneficiary Ministries (e.g. Agriculture and Water) has been ongoing with preparation of joint TOR to start procurement process for both activities; Activity 2.6: Establishing a nationwide, annual municipal performance tracking system that provides reliable, timely open data on the performance and institutional capacity of local governments has been ongoing and a workshop on Municipal Data Performance was held on March 21 and close collaboration with PACT project under SUPERMUN initiative has been strengthened. -Component 3: Activity 3.1: Conducting detailed feasibility study for the incubator to finalize the concept and assisting in creating the governance structure and sustainable business model of the incubator: procurement process started for the commissioning of the feasibility studies; Activity 3.4 and 3.5: Developing and implementing a strategy to stimulate the production of local digital content, including competition and communication, with a special focus on the agricultural and rural sectors and Strengthening the capacity of the MDENP and the ANPTIC to lead and promote the digital economy agenda: activities to foster local skills and entrepreneurship as well as training to strengthen the capacity of MDENP and ANPTIC have been ongoing. Component 4: Trainings have been conducted to support the capacity of the ANPTIC (Implementing Agency) for project management and recruitment processes (e.g. fiduciary support, M&E, data scientist...) are ongoing to bring additional expertise to support the implementation of the project (as per the approved Procurement Plan).
