Indeed, many of the project’s targets are being met well before the end of the Project; now the question is whether the project’s impact will be sustained. This entails ensuring that beyond the project activities being fully completed in the project life-cycle that, more importantly, they become sustained through institutionalization in the last period of the project or beyond its closing date. Several reforms have already been embedded in teacher education in Palestine; now, the reform as a whole needs to be adopted in order to be sustained. The most pressing issue that remains to be addressed is the accreditation of PRESET programs through the Accreditation and Quality Assurance Commission (AQAC). This has been delayed. Though the way forward is clear, the staffing for this body, and the composition and constitution of its board, is still needed so that it may begin the work of accrediting pre-service providers. 12/8/2017 Page 2 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Teacher Education Improvement Project (P111394) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  High  High 12/8/2017 Page 3 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Teacher Education Improvement Project (P111394) Macroeconomic  --  Substantial  Substantial Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Moderate Fiduciary  --  Moderate  Moderate Environment and Social  --  Low  Low Stakeholders  --  Moderate  Moderate Other  --  --  -- Overall  --  Moderate  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Percent of class teachers graduating from teacher education and licensing programs in participating HE institutions scoring above 70 % in readiness to teach instruments (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 63.00 80.00 80.00 Date 13-Jul-2015 17-Feb-2017 30-Oct-2017 31-Dec-2018 PHINDPDOTBL  Ratio of qualified class teachers to the total number of class teachers (Comp. 2) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 62.00 79.00 80.00 80.00 Date 13-Jul-2015 17-Feb-2017 30-Oct-2017 31-Dec-2018 Overall Comments Intermediate Results Indicators 12/8/2017 Page 4 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Teacher Education Improvement Project (P111394) PHINDIRITBL  Percent of class teachers in participating schools engaged in mentoring student teachers (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 32.60 33.00 33.00 Date 13-Jul-2015 17-Feb-2017 30-Oct-2017 31-Dec-2018 Comments This indicator measures the percentage of teachers in schools participating in the project willing to mentor junior teachers PHINDIRITBL  Direct project beneficiaries (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 783.00 746.00 1,800.00 Date 13-Jul-2015 17-Feb-2017 30-Oct-2017 31-Dec-2018 Comments Project beneficiaries are teachers participating in the training programs PHINDIRITBL  Female beneficiaries (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 73.50 56.00 80.00 12/8/2017 Page 5 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Teacher Education Improvement Project (P111394) PHINDIRITBL  Regulatory framework of AQAC is in place (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target No framework in place yet.
