An inter-ministerial council for flood risk management was created. Different ministries are represented, and a work program is planned and agreed. This council aims to help with the coordination of different institutions involved in flood risk management. Under component 1, one key contract is under implementation (Hydromet Early Warning System, SIHVIGILA, for its Spanish acronym - Sistema Hidrometeorológico de Observación, Vigilancia y Alerta, also known as SAT, Sistema de Alerta de Tormentas). 31 stations have been installed, of which 26 are already gathering data. The system includes a radar, to improve weather forecast, that has been installed. In August 2019 is officially open the experiential and learning center for the hydraulic plan. The Center aims to: 1. Communicate emergency and contingency plans of the city of Buenos Aires; 3. Inform in detail about the works that are being performed in the Vega Stream Basin, as part of this project; 4. Strengthen communication with neighbors to publicize the works, measures and hydraulic actions carried out by the GCBA, within the 5. framework of the Hydraulic Plan of the city of Buenos Aires. Under Component 2, two work contracts are under implementation (Vega and Cildanez). The activities in Cildañez basin include 3 rainstorm collectors (Ramal Nagera, Ramal Asturias and Ramal Villa 6) and one temporary retention area in the Indoamericano park. Works for stage 1 are completed. Woks in the Vega basin includes a large drainage tunnel of about 8.4 km long that will increase the existing drainage capacity in the basin. Current physical progress is of 85%.
