PROJECT STATUS AND RATIONALE FOR RESTRUCTURING The Conflict Monitoring Systems Project (P160114) is a $400,000 small recipient executed trust fund (RETF) financed through Statistical Capacity Building Trust Fund (TFSCB) TF0A5966. The project has been designed with the objective to increase the capacity of NBS to collect data in conflict affected areas using mobile phones to monitor socio- economic conditions and understand how conflict affects the poor. The project experienced significant delays with effectiveness due to the delay at the Ministry of Finance around grant and subsidiary grant agreements and legal opinion. The delay was beyond client's and task team's control. By the time project is declared effective, it was already towards the end of its closing date. Upon effectiveness, the client moved very fast with the project activities. However, the task team is satisfied with the immediate actions taken by the client upon effectiveness on the planned activities but overall progress towards the PDO is moderately satisfactory. However, upon effectiveness the disbursement rate is 65% of the grant and the project so far has achieved the following: 1. NBS has allocated a space for the call center and identified staff members to be deployed. 2. The implementation team is at its final stage to complete the procurement to engage a private firm to set up the call center and carry out training for the staff members on call center operation, data collection and quality control. The project implementation unit expects to complete the establishment of the call center by end of May 2019. 3. Training on call center operation and data quality monitoring to be completed by mid-June 2019. Current progress rate upon project effectiveness is at satisfactory level, but to deliver on the training, client will require an extension of the project closing date. The client has requested for an extension of the closing date from May 31, 2019-December 31, 2019 on a letter dated on May 23, 2019 to complete all the planned activities and to achieve the Project Development Objective. So far, the project disburses 65% of the grant right after effectiveness and the project implementation team has been very efficient and fast in achieving results. But the client will not able to deliver on agreed number of surveys without an extension up until the end of December 2019 and release of the rest of the funds (35%). II. DESCRIPTION OF PROPOSED CHANGES 1. The proposed Level 2 restructuring is to extend the closing date of the project from May 31, 2019 to December 31, 2019. The proposed request for closing date extension will enable the project to fully implement all planned activities. 2. There is no change in PDO. The Results Framework has been updated to reflect a new closing date. National Bureau of Statistics (NBS) has prepared an updated action plan that is acceptable to the Bank with a revised implementation schedule. I.
