The project is currently providing access to solid waste management to an average 318,000 residents of Monrovia as of October 2018. 987,000 tons of solid waste generated in Monrovia were collected and properly disposed of using the existing transfer stations and sanitary landfill. The process towards the initiation of the construction of the Cheesemanburg Landfill is ongoing and on track. The hydrogeological study for the Cheesemanburg landfill site is ongoing and expected to be completed by September 2019. The selection of a consultant for the preparation of the design-build tender documents for the Cheesemanburg Landfill is ongoing. The project also completed the purchase of solid waste collection equipment ( tipper trucks, skip trucks, front-end-loaders, tricycles, pick-ups and motor bikes) for the two cities, rental/supply of collection equipment to the cities of Monrovia and Paynesville while we await the arrival of additional purchased equipment, the construction of fourteen (14) community 5/28/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Cheesemanburg Landfill and Urban Sanitation Project (P159961) wells in the township of Cheesemanburg, contract for the testing of groundwater testing in Whein town, safety workshops as well as the supply of safety wears for casual laborers in the two cities. For the existing transfer stations, minor upgrading works to ensure improved efficiency is being carried out. The upgrading works will include repairing existing walls and gates, installing rip-rap on exposed surfaces, repairing metal sheets, and general maintenance of office buildings. Institutionally, the Government of Liberia under the leadership of the Ministry of Finance and the Ministry of Urban Affairs has launched a new steering committee to oversee the implementation of the CLUS project. The new steering committee comprises the Ministry of Finance, the Ministry of Urban Affairs, the Ministry of Public Works, the Liberia Environment Protection Agency, the Monrovia City Corporation (MCC) and Paynesville City Corporation (PCC). This steering committee will provide leadership on the project implementation and ensure that waste management across the Greater Monrovia is well coordinated. One of the main tasks of the SC is to facilitate the coordination for a coherent Waste Management Strategy for the Greater Monrovia to be soon launched, to review and approve the Annual Work plan and to liaise with various stakeholder and donors for resources to support the waste management sector. About 108 staff from MCC, EPA and PCC have benefited from capacity-building activities, on various topics, in Liberia and abroad. Public awareness and citizen engagement campaigns are ongoing and will continue to be deployed throughout project implementation Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Substantial Substantial Substantial Macroeconomic Substantial Substantial Substantial Sector Strategies and Policies High High Substantial Technical Design of Project or Program Substantial Substantial Substantial Institutional Capacity for Implementation and Sustainability High High High Fiduciary Moderate Substantial Substantial Environment and Social Moderate Substantial Substantial Stakeholders Moderate Moderate Moderate Other Moderate Moderate Moderate Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes Support increased access to solid waste management in Monrovia and surrounding townships IN00699069 ►Number of people in urban areas provided with access to regular solid waste collection under the project (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 740,000.00 318,248.25 600,000.00 Date 30-Jun-2017 30-Sep-2018 30-Apr-2019 30-Jun-2020 IN00699070 5/28/2019 Page 2 of 5 The World Bank Implementation Status & Results Report Cheesemanburg Landfill and Urban Sanitation Project (P159961) ►Cheesemanburg landfill constructed and operational (Yes/No, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No No No Yes Date 30-Jun-2017 30-Sep-2018 30-Apr-2019 30-Jun-2020 Intermediate Results Indicators by Components Construction of the Cheesemanburg Regional Landfill and Partial Closure of the Whein Town Landfill IN00699131 ►Cumulated area of Whein Town landfill capped (Square Meter(m2), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 25,000.00 Date 30-Jun-2017 30-Sep-2018 30-Apr-2019 30-Jun-2020 Waste Collection and Disposal IN00699132 ►Quantity of waste collected over the course of the project (Metric ton, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 134,784.00 212,402.00 240,000.00 Date 30-Jun-2017 30-Sep-2018 30-Apr-2019 30-Jun-2020 Institutional Capacity Development and Project Management IN00699133 ►Annual revenues accruing to the solid waste management operation from GoL, MCC and other internal sources (Amount(USD), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 1,800,000.00 987,260.00 987,260.00 2,300,000.00 Date 30-Jun-2017 30-Sep-2018 30-Sep-2018 30-Jun-2020 The indicator and target is per year basis whereas this figure is for the first 7 months of the project.
