Based on the performance achieved since the last mission that took place in March 2018, progress towards the achievement of the Development Objective (PDO) and project implementation remain satisfactory. The disbursement rate has improved and stood at 76.4% in October 2018. Almost all markets have been committed, with a commitment rate of 90%. However, counterpart funding remains an issue. Therefore, the implementation of activities financed from the State’s counterpart resources remains slow. The mission exchanged with the Ministry of Economy, local authorities, and beneficiaries. The mission also participated in a meeting on citizen engagement and a working session with the International Finance Corporation (IFC) and the BOS (Bureau Opérationnel de Suivi), responsible for monitoring the Plan Sénégal Émergent (PSE). The mission also met with AGETIP, AGEROUTE and FERA. 1/2/2019 Page 1 of 7 The World Bank Implementation Status & Results Report SN:Casamance Development Pole Project (P125506) Component 1: The achievement rate of Component 1 stands at 65% and activities implementation under this Component remains moderately satisfactory. Activities planned are underway. Despite some delays observed during previous missions, with regards to the launch of market gardening works (delegated project owner ANIDA), activities have accelerated, with an execution rate standing at 37%. Although delays have also been noted for the construction of market access infrastructures, including Bignona economic platform PEIB (delegated project owner AGETIP), activities are underway with an execution rate standing at 24%. The mission focused on the coordination between the PPDC and BOS/PSE for the set up of Agropole Sud and the coordination between Bignona economic platform and the new project financed by IFC. Component 2: The achievement rate of Component 2 stands at 97% and activities implementation under this Component remains satisfactory. PPDC implementation has made it possible to carry out 397 km of roads in rehabilitation and Critical Points Treatment (TPC) to facilitate the flow of production and the circulation of population. However, the implementation of FERA-funded activities for roads section is behind schedule due to budgetary restriction at the FERA and AGEROUTE levels. The assessment of the Rural Access Index is available since October 2018. The HIMO maintenance pilot has shown interesting results in the maintenance of infrastructures with a good ownership by the population. It has helped to maintain 38 km of roads in a very acceptable state and has generated about fifty decent jobs in the five pilot communes. Component 3: The achievement rate of Component 3 stands at 71% and activities implementation under this Component remains moderately satisfactory. Citizen engagement pilots have been set up in 9 villages. The pilot in Diégoune has been implemented and has mobilized the population for the identification and prioritization of micro-investment projects as part of the update of Communal Development Plans. Since November 2017, a GRM is in place and operational. From November 2017 to August 2018, 128 grievances were registered in PPDC intervention areas. Out of these 128 grievances, 118 (92.98%) were directed to the project. Out of these 118 grievances, 77 have been resolved. The 51 grievances there were not resolved were not within the prerogatives of the PPDC.
