The project is in its initial implementation stage and some delays have occurred so far due to the recent administrative change. As result of these changes, SMN has suffered a significant reduction in its staff (from 156 in Page 1 of 4 The World Bank Report No: ISR11090 December 2012 to 117 in January 2013) leading to an internal redistribution and reorganization of tasks. As consequence of that, the Project Coordination Office (PCO) is being reorganized and is lacking today the necessary staff to cope with the project work load. This has resulted in delays in the procurement process and in the design of project activities that are planned as part of the project. Despite this situation, the Bank’s team has provided full support to prepare project implementation and several activities are underway. In February, the project was formally Public Disclosure Copy launched in a workshop with local authorities and the project implementation team. This workshop helped to communicate project’s objectives, structure and main activities to the new administration. Procurement processes and safeguards policies were also discussed with the Project implementation teams in two additional workshops held in February and March 2013 As part of the on-going activities, the technical cooperation agreement between SMN and OMM (US$ 2.3 million), which is key for project implementation, was approved by the Bank and is currently being signed by both parties. Moreover, in 2012 40 new automatic synoptic weather stations and 53 new automatic weather stations have been purchased with local funds and will be accounted as counterpart funding. Additionally, the biding documents for 14 hydro generators for upper atmosphere radio sounding have been recently approved by the Bank.
