More than 40,000 clean stoves were distributed between 2012 and 2015, exceeding the end target of 80 percent of targeted ger households. New standards for stoves and low-pressure boilers were developed under this component and later issued by the government in early 2017. All four studies were completed and endorsed by the city government, and key institutional recommendations developed under this component were adopted. For example, the 19 public housing companies were consolidated into one public entity to provide heating and water services to urban households, as a first step toward addressing the significant fragmentation of the district heating market especially in distribution. The affordable housing study introduced the concept of affordable housing to Ulaanbaatar and as recommended in the report, the city government created a city housing institution to guide the creation of housing policy and act as the key coordinator. Key institutional recommendations were adopted. The main coordinating body, National Air Pollution Reduction Committee, continues to exist and function during project implementation. The PMU attributed these results to higher than expected private sector participation and its increased 7/8/2019 Page 6 of 8 The World Bank Implementation Status & Results Report Ulaanbaatar Clean Air Project (P122320) technical capacity, thanks to the government’s strong commitment especially through provision of tax incentives and counterpart funding.The progress by component is detailed below: Component A: Ger area particulate matter mitigation. During the implementation, (1) about 40,328 clean stoves financed by UBCAP were distributed between 2013 and 2015; (2) the SEET laboratory has carried out more than 700 stove tests on more than 70 different stove models of 22 stove manufacturing companies; (3) provision of HEPA filters to1500 kindergartens and hospitals; (4) the project supported local stove and boiler manufacturers for the design and production of clean stoves and boilers and pilot distribution to targeted groups, including development of standards and trainings; (5) supported energy efficiency retrofitting for 474 detached ger houses; and (6) supported energy efficiency retrofitting and/or non-coal solutions in 11 government buildings. The retrofitting of one public building has been delayed mainly due to government approval as result of institutional restructuring at MUB. Replacing HOBs by non-coal heating appliances was also removed from the plan as indicated by the government and is planned for the AF. Component B: Particulate Matter Mitigation in Central Ulaanbaatar. The project helped the government accelerate approval of action plans for large-scale, medium-term pollution reduction measures such as the City Greening; District Heating (DH) feasibility study; the Affordable Housing study; and the ash pond and power plant emission monitoring. All four of these studies have been completed and were accepted by the Municipality. Component C: Public Awareness Raising, Program Coordination and Project Management. The project: (1) supported air quality monitoring stations; (2) supported trainings to assist the Air Quality Agency of Ulaanbaatar (AQDCC) and other UB city administration units in monitoring air pollution and program impacts; (3) prepared and implemented a detailed public awareness program through exhibitions and follow-up discussions, meetings with local stove producers, and media campaigns; and (4) supported the PMU to provide regular progress, quarterly, and annual reports, describing implementation progress and outstanding issues.
