Submarine Cable System: Since the Tui Samoa cable was RFS, operators report significant increase in volume of data use. Operators are offering new plans with more data. A survey commissioned by Office of the Regulator in Samoa (OOTR) earlier in 2018 showed that consumers in the remote rural areas are dissatisfied with mobile broadband service due to coverage gaps and perceived higher than desired prices. Since then, Telco’s have been upgrading their networks to universal 3G coverage in 2018 and targeting universal 4G coverage in 2019. 12/20/2018 Page 1 of 8 The World Bank Implementation Status & Results Report WS: Pacific Regional Connectivity Program: Phase 3 - Samoa (P128904) 2. Regulatory technical assistance. OOTR needs assistance with the OOTR Development Plan to guide their future planning and operations. OOTR is to: update the OOTR capacity building plan; complete the recruitment of cost modelling consultants; review and revise recent consumer surveys particularly analytical component in light of WB comments. OOTR expressed a need for a management information system details of which need further clarification. 3. Project Savings. MOF advised on August 22 that project savings totaled USD$10.4million of which IDA = USD$4.7million, ADB savings = USD$5.2million and APIP (DFAT) = USD$0.54million. Actual savings amount to be confirmed once the project's contracts register and interim finance reports are updated, resubmitted and finalized. The Government proposed list of priority activities for which they would like to use the savings is as follows:(a) Implement a Digital Identification scheme and associated upgrade of Civil register. Mission and Government agreed in principle on the prospective use of IDA funds for this activity which is to be completed by Q1, 2021.(b) Additional network infrastructure for Samoa National Broadband Highway (SNBH), (the existing government communications network). WB and Government have agreed that the Government will undertake a detailed assessment and prepare a business and financial sustainability plan for SNBH before a final decision is taken. (c) Install additional ancillary infrastructure at the Cable Landing Station (CLS) plus Meet Me Rooms - to be used by smaller internet service providers (ISPs) to connect to the Tui Samoa. The Mission discussed APIP resources being used for this activity. (d) Finance SSCC's equity participation in the planned Manatua Cable - connecting French Polynesia, Cook Islands, Niue and Samoa. ADB is already financing this request with Government of New Zealand. (e) Advisory assistance to help the Government set up a Government Digital Platform - as basis for future digital government development. WB savings could be used here. 4. Restructuring Paper. Taking into account the priority list above, the Government is requested to provide in writing to the WB and ADB, revised implementation timeline, procurement plan and budget. WB and ADB will then prepare restructuring papers addressing redeployment of funds and amended Legal Agreements to respective Boards. 5. Results Framework. The market in Samoa has changed such that the current indicators are no longer workable. A revised set of indicators was supplied to OOTR which will consider and will incorporate data requests to operators for the agreed indicators into the 'questionnaire to operators' under order of Regulator No.217/T37. The new agreed indicators will be included in new results framework.
