The assessment criteria included condition of the building structure, available laboratory equipment and staff qualification and experience for PCBs analysis. The three facilities visited are: the NESREA Reference Laboratory in Kano; the LASEPA Laboratory at Lagos and the Centre for Environmental Management and Control (CEMAC) Laboratory of the University of Nigeria, Nsukka. The design for rehabilitation is to commence; (c) Sites for the interim storage of PCBs and PCB-containing equipment have been identified and assessed in Lagos and Enugu. The design for construction is to commence; (d) Feasibility studies for PCBs disposal options have been concluded. Implementation of recommendations awaiting construction of PCBs interim storage facility in Lagos. The following additional consultancy contracts have commenced: (i) Recruitment of National Technical Consultant; (ii) Recruitment of a Procurement Consultant; (iii) recruitment of international Technical Consultant; and completion of the inventory consutlancy Progress towards Achievement of PDO/GEO: The rating has been downgraded from Satisfactory (S) to Moderately Satisfactory (MS) resulting from the significant delays of critical activities that have accumulated to date, given the approaching project closing date of December 31, 2015. Implementation Progress: The IP rating has been downgraded from Moderately Satisfactory (MS) to Moderately Unsatisfactory (MU) resulting from the delayed recruitment of an International Engineering Consultant (IEC) as agreed during the last mission. This significantly slowed down the commencement of the following critical activities: (i) upgrade (rehabilitation and equipping) of three (3) laboratories – Nigeria Environmental Standards and Regulatory Enforcement Agency (NESREA) laboratory, Kano; Lagos State Environmental Protection Agency (LASEPA) laboratory; Lagos and Center for Environmental Management and Control (CEMAC) laboratory, University of Nigeria, Enugu campus, Enugu and (ii) upgrade (construction) of interim storage facilities in Lagos and Enugu; and (iii) construction of the pilot disposal site in Lagos The significant impact of this delay translates into the following: (i) the risk of not being able to achieve the goal of providing the enabling capacity and infrastructure to handle POPs/PCBs and hazardous waste in an environmentally–sound manner by the project closing date of December 2015 is high; and (ii) the inability to disburse US$1.5M since the last mission tied to the above activities. In addition, there has been (a) a delay in addressing the pending ineligible expenditure and unretired advances from the last mission; and (b) limited awareness of the project as a result of delays in communication activities. A new time line has been agreed upon which aims to ensure the project regains the time lost through the adoption of agreed strategies to fast track implementation. Counterpart funding: The Project Management Unit (PMU) received approximately US$ 1,171,874.99 as counterpart funds and US$5392,746.30 have been disbursed leaving a balance of $US 639,128.69 undisbursed. Disburement : In 3 years of implementation, the project has disbursed about $2.27M and is expected to disburse $4.03M in the next 6 months due the DA recovery commencing in June 2015 (6 months to the end of the project.
