No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING PROJECT STATUS 1. The Regional Pastoral Livelihoods Resilience Project (RPLRP) was approved on March 18, 2014 with IDA credits for Kenya (SDR 50.2 million), Uganda (SDR 26.1 million) and a Grant to IGAD (SDR 3.3 million). The IDA Credit for Ethiopia (SDR 49.4 million) was subsequently approved on October 21, 2014. 2. A recent implementation support mission completed on October 19, 2019 indicated that the project made significant improvement in terms of implementation progress as well as progress towards the project development objective (PDO). Implementation activities have been progressing steadily across the three countries while coordination support provided by IGAD has remained satisfactory. There has been notable improvement in the disbursement rates for the three countries; Uganda – 87%; Kenya -69%; Ethiopia – 83%; and IGAD – 85%, bringing overall disbursement for the project up to 78%. With infrastructure works underway in all three countries along with continued interventions in animal production and health, rangeland management, livelihood enhancement, and disaster risk management, the pace of implementation continues to improve. The recent approval of the UNOPS contract to supply equipment in Ethiopia along with anticipated completion of the procurement process for four large infrastructure sub-projects in Uganda is expected to push disbursement rates up even further. The overall Implementation Progress (IP) is rated as Moderately Satisfactory (MS) because implementation of financial and physical performance across the three countries has demonstrated continued improvement. 3. The project has no outstanding audit reports. 4. The Project Development Objective (PDO) is to enhance livelihood resilience of pastoral and agro-pastoral communities in cross-border drought prone areas of selected countries and improve the capacity of the selected countries’ governments to respond promptly and effectively to an eligible crisis or emergency. The Key PDO Indicators are: (i) Percentage death rate of livestock kept by agro-pastoral and pastoral households targeted by the project (cattle, goats); (ii) Number of Livestock traded in selected project markets; (iii) Real value of livestock traded in selected project markets (local currency); (iv) Time lapse between early warning information and response reduced; and (v) Number of direct project beneficiaries, of which female (percentage). 5. Progress towards achievement of the PDO has been upgraded to Moderately Satisfactory (MS). The three countries made concerted efforts in the collection of data to inform progress towards meeting the outcome indicator targets. Based on both primary and secondary sources of data, indications for Uganda are that the PDO remains achievable as a few end target indicators have been met and/or exceeded (PDO 1, 2 and 3) while data is still being compiled for other indicators, although trends appear to show positive signs. Kenya has continued to make positive strides towards The World Bank RI-Regional Pastoral Livelihoods Resilience Project (P129408) meeting the PDO targets – 3 out of 5 PDO indicators are on course to be attained (PDO 1, 2 and 3) while the remaining indicators are likely to be achieved during the extension period, which will also provide sufficient lead time to counter the slow pace of fund allocation and approval by the Government to Kenya. Ethiopia’s PDO progress indicates substantial improvements towards achievement of the outcome indicators. 4 out of 5 PDO indicators have been substantially met and/or exceeded coupled with the boost in disbursements from the UNOPS contract. Overall, the outlook of progress towards the PDO is positive and is rated Moderately Satisfactory (MS). RATIONALE FOR RESTRUCTURING 6. The World Bank received request letters from the Government of Uganda (March 22, 2019 and June 6, 2019), Government of Kenya (April 1, 2019), Government of Ethiopia (April 30, 2019) and Intergovernmental Authority on Development (April 23, 2019) to extend the closing date of the project by 12 months. Based on extensive consultations and discussions held between the Bank and the regional project teams, it was determined that the requested extension period of 12 months was inadequate to fully complete strategic infrastructure sub-projects, particularly in Uganda and Ethiopia, where it was considered critical for the sustainability of investments made. Through a procurement assessment, it was established and agreed with the Bank that 15 months would be required to fully complete key infrastructure sub-projects that would enable the project to achieve its PDO. 7. This will be the second restructuring for the regional project. The first restructuring involved: (i) modest revisions to the description of project activities; (ii) reallocation between project components and (for Kenya) between financing categories; and (iii) revisions to the project results framework. These requests were approved for Kenya in June 2018, and for Uganda and Ethiopia in September 2018. 8. The proposed restructuring for the project is focused on the following: (i) extension of the closing date by 15 months up to March 31, 2021 to enable all countries complete key strategic infrastructure sub-projects and other activities; and (ii) revision of end of project (EoP) targets for selected results framework indicators and harmonization of the results framework with respect to interpretation of some outcome indicators. II. DESCRIPTION OF PROPOSED CHANGES CHANGE IN RESULTS FRAMEWORK 9. The main revisions to the results framework are adjustments to specific targets and harmonization of data sources for PDO indicator on direct beneficiaries reporting including aggregation by sex (PDO-5). According to the PAD, the total direct beneficiaries for the region is 267,000 households (Uganda-42,000 HHs; Kenya-93,000 HHs; Ethiopia - 132,000 HHs). The total population of direct beneficiaries (household head and family) were provided as indicative figures and not clearly stated for Kenya and Uganda. Uganda project has used the national statistics for the project areas (average family size is 8 in the targeted project areas) and estimated beneficiary population to be 336,000. Kenya used the Project Implementation Manual as the reference point and stated total number of direct beneficiaries as 558,000 (taking average household size as 6 for the project area). Therefore, the project total direct beneficiary population for all the 3 countries (region) is estimated to be 1,557,000.
