Has the Project Development Objective been changed since Board Approval of the Program? Yes No Component(s) Component Name Component Cost Private Sector Internships and Training 15.62 Capacity Building and Policy Development 1.41 Overall Ratings Previous Rating Current Rating Public Disclosure Copy Progress towards achievement of PDO Moderately Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Satisfactory Overall Risk Rating Moderate Moderate Implementation Status Overview Following a project restructuring, the Kenya Youth Empowerment Project (KYEP) aims to support the Government’s efforts to improve youth employability. The Project is comprised of two components: (i) Private Sector Internships and Training, which is managed by the Kenya Private Sector Alliance (KEPSA); and, (ii) Capacity Building and Policy Development, which is implemented by the Ministry of Youth and Sports (MoYAS). MoYAS is also the overall project coordinator. Since the restructuring was completed in November 2012, considerable progress has been made in the implementation of the two components, as detailed bellow: Page 1 of 5 The World Bank Report No: ISR10809 The Private Sector Internships and Training Component has completed two cycles of the six month internship program, with 1,786 young people having graduated from the program. Cycles three and four of the internship program are currently in progress, with 1,382 youth in work placement and 2,800 youth enrolled in training. The program is currently operating in Nairobi, Mombasa and Kisumu. Due to the dedication of the project team in KEPSA, the Private Sector Internships and Training Component is well on track and is very likely to achieve the target of training 10,000 youth by the close of the Project. The findings of an independent assessment on cycle 2 shows that 80 percent of interns are satisfied with the Public Disclosure Copy program and that the quality of the training and work place are perceived to be high. The levels of satisfaction among employers participating in the program were also high, at 78 percent. The results of independent assessments and tracers studies carried out by KEPSA suggest that a high rate of interns is employed or self-employed following the completion of the internship program. The ongoing Impact Evaluation will confirm the robustness of these figures. The Capacity Building and Policy Development Component is progressing, although this has been slowed by the ongoing ministerial restructuring. The training of District Youth Officers to upgrade their skills is on track and the project coordination unit worked with other units in MOYAS to identify policy development activities to be supported by the KYEP. The project coordination unit, together with KEPSA, also initiated dialogue with the National Youth Enterprise Fund to explore possible linkages to support the young people who had completed the internship program.
