This Implementation Status Report (ISR) describes the project's current status, implementation progress, and issues since the February 2014 mission as driven by ongoing communication and the bi-annual progress report submitted by MOE on July 31, 2014. Page 1 of 6 The World Bank Report No: ISR15852 Overall, progress has been made in many areas, while some areas have experienced delays. The pilot program for grade 1 Arabic reading skills was implemented successfully following the development of the curriculum, text book and teaching materials for Grade 1. Over 4,000 trainers for scaling up the program nationwide were selected and will be trained in August 2014; over 24,000 teachers will be trained in September 2014. An operational Public Disclosure Copy manual for teacher training was prepared and piloted textbooks will now be used nation-wide in 15,000 schools. Assessment tools including student tests and teacher, school and parent questionnaires have been prepared and will be used to collect baseline data during the reading skills assessment for grade 3 which is expected to take place in September 2014. The building of 500 classrooms in 49 crowded schools was announced and contracts were signed for 11 schools (111 classrooms). Work for these schools will start in August 2014. The contracts for the extensions of remaining schools will be signed in the coming weeks. The Conditional Cash Transfer (CCT) program has been implemented with new payments scheduled to take place in September 2014. A total of 700 female teachers have been selected and contracted for the Rural Female Teachers program. Regarding support to schools and communities, trainers and social workers have received training on how to support schools. The Education Management Information System (EMIS) is operational at the central level and the three pilot governorates; the Ministry of Education (MOE) is working towards deploying the EMIS in all governorates. The World Bank team has worked closely with the Project Administration Unit (PAU) to address the overambitious design of the Project Implementation Plan (PIP), since the Bank mission in February 2014. An intensive exercise was undertaken within the MOE to review the entire PIP based on the guiding principles of making the project implementation more relevant, effective and efficient, and linking all activities closely to the Project Development Objective (PDO). The revised PIP would prioritize activities, taking into account potential overlaps, delayed activities and activities that are no longer needed or no longer a priority. The Bank Team have received the revised PIP and cleared, in principle, a selection of PIP activities, subject to the provision of additional information to reach closure and finalize the plan by August 31, 2014. It was agreed that more frequent reporting from the MOE on overall progress, student achievements and the impact of this project are imperative.
