The following paragraphs provide a summary of Project Status. The restructuring of the project in 2014 (re-alignment of indicators and a few activities with the PDO) allowed for a swift disbursement and the completion of all planned activitiies. Overall disbursement rate as of March 14, 2016 is 93.74%. In Chad, although the projet faced difficulties in financial management (which slowed down the implementation in 2014), progress has been noted in the supervision of the project and the sector. As of March 14, 2016, the disbursement ratio has reached 89.95% (IDA-H5160). A new fiduciary team was appointed within the PCU. The Government funded fiber optic network project to connect N'Djamena to the Sudan border has been procured and finalized. From the policy perspective, a PPP agreement has been reached between SOTEL and private operators to manage this network. Results are also Satisfactory with significant progress for most of the indicators (see Results Framework). The project closes (as planned) in March 2016 and no extension is required. In Cameroon, over the past six months, the Project team and the MINPOSTEL continued to strongly push the regulatory and policy agenda and reached important progress: adoption by the Government of the national ICT strategy, adoption by the regulatory authority. As of March 14, 2016, the disbursement ratio has reached 96.07% (IDA-46470). During the last mission, the World Bank noted that the development of the ICT sector remains a top priority for the Government. The Government is encouraged to carry on these efforts that will eventually result in a significant drop in international capacity prices. Progress toward PDO achievement is also rated Satisfactory with significant progress for most of the indicators (see Results Framework). The project closes (as planned) in March 2016 and no extension is required. In CAR, most of the activities have been completed despite a very challenging environment.The project team ecourages the new Government to approve without delay the new basic telecommunications law. A new telecom law was drafted with the assistance of international lawyers (under the CAB1A project), to better reflects market and technology dynamics and take into account the 2008 CEMAC Directives. The Government of CAR should ensure that the revised texts (Laws) are adopted quickly in order to send a strong and reassuring signal to all potential investors in the ICT sector in CAR. In addition, the revised legal framework will operationalize the Universal Access Fund through secondary legislation. As of March 14, 2016, the disbursement ratio has reached 95.21% (IDA-H5150). Other technical assistances did contribute to strengthen capacity of key public stakeholders, notably through the development regulatory tools (interconnection/tariffs, networks monitoring, Open Access) for ART. Another important TA which had a very significant impact is the TA to review spectrum management framework in Cameroon and prepare bidding documents for the acquisition of a spectrum management and monitoring system, and finally the purchase of equipment (spectrum management and monitoring system, information systems). The study and technical assistance on regional interconnection facilitate cross border negotiations and discussions to finalize MOU between neighboring countries (Nigeria and Sudan).
