Component 1: Rural and Small-town water supply. Almost all contracts for the construction of water supply systems in all the beneficiary Regions are at the final stage of implementation. The contract management has been substantially improved but still a challenge in some of the regions. The time available in the Project is only one month and supply and installation of the smart taps and meters is one of the critical activities affecting timely completion of the works. The mission strongly advised that, the construction supervision and contract management effort must be redoubled to ensure that the critical activities and pressure testing are completed, the water supply systems commissioned in the next one month, and payments for executed works are made on time. Arrangement for retention payment has to be made for all contract with final acceptance on or before the project closing. b. Component 2: Rural and Small Town integrated Sanitation & Hygiene: The Project had, as at the end of November 2019: i) distributed 20,931 of the planned 20,000 Digni-loo slabs (provided under the project to assist low income communities in the construction of household toilets) of which 18,492 have been installed and in use while 5,739 toilets have been constructed without Digni-loo. The project will over achieve the targeted number of toilets upon completion of the 6200 toilets under construction; ii) 600 communities achieved ODF status and with the verification of additional 132 communities, the project will exceed the targeted 550 communities. Iii) Digni-Loos were supplied for all the 568 approved facilities in 227 schools and 555 teacher toilets completed while 13 are under construction. c. Component 3: Institutional Strengthening: The key remaining items for the Institutional Strengthening is the Sector Information System. As part of the SRWSP, the World Bank at the request of the then sector Ministry, Ministry of Water Resources Works and Housing supported the establishment of a robust Sector Information system to facilitate information sharing, coordination, and to enhance M&E roles among water and sanitation actors. The system was to provide information databases on access to water and sanitation services, performance of water supply and sanitation facilities sector investments, and O&M funding requirements vis-a vis tariff levels within communities. Operationalizing the system through capacity building, workshops and provision of ICT facilities like computers for stakeholders for the use of the facility delayed due to slow decision making. MSWR is keen to establish sector information system with real time data base and revisited the system and identified the required ICT facilities after the mission. This should be supported with detail analysis and operation plan for the Bank to consider its financing.
