The regional approach adopted for this operation will produce economies of scale, facilitate knowledge exchange, and support the regional harmonization agenda on REDD+ and sustainable forest management. The Project is seen as a catalyst for REDD+ in the Congo Basin region and has made significant progress to (i) provide support to the REDD+ coordination institutions at national level, (ii) strengthen regional coordination on REDD+ (joint submission to SBTSA) in international fora, (iii) improve scientific knowledge on Central African forests’ contribution to carbon sequestration, (iv) to communicate findings and share results with other partners involved in REDD+ to create synergies and partnerships. After some early delays in procurement, the amendment of the main contracts has been completed. About US$2.6 million is committed in signed contracts. Sub-component 1a and 1c are actively supporting the governments for the UNFCCC negotiations in Paris (COP21) and the REDD+ agenda. Workshops and trainings for the negotiation teams have been organized or are planned; South-south partnerships have been established with the support of the project. Sub-component 1b is supporting the civil society organizations and the project successfully helped them to prepare a regional message for COP 21. The contract with the firm providing Technical Assistance to COMIFAC for the implementation of the component has been completed and a new arrangement is being designed for the second phase of the project. Sub-component 2a is supporting the scientific collaboration for carbon measurement in the Congo Basin. A new team is expected in October 2015 following the departure of the initial expert after 3 years. Sub-component 2b is aiming at collecting data to produce new allometric equations for the Congo Basin. After some delays caused by logistic issues, the work on the ground is progressively starting in two countries and should rapidly expand to two others. However, an extension of the project is necessary to complete this field work. Subcomponent 3a's implementation is in progress and is satisfactory (training for the private sector on REDD+). Subcomponent 3b has been implemented too slowly before the recruitment of the REDD+ expert. It will now concentrate most of the new activities in 2016 once the conclusion from COP 21 are known and the needs for analytic work have been clarified. Progress toward achievement of GEO/PDO is rated Moderately Satisfactory because, following the signing of 2 amendments on key contacts, the PDO is only considered reachable provided a18-month extension is approved.
