The Helwan South project was approved by the Board on June 27, 2013. The World Bank worked closely with GoE to ensure meeting the deadline for effectiveness, and loan was declared effective on April 30, 2014. > Progress in each Component: Component A - The largest component of the project, namely the power plant financed by the World Bank is at an advanced procurement stage. Yet, despite advanced procurement delays remain in the procurement of the two main boiler packages (financed by WB and IDB). The Bank team has been working closely with EEHC to ensure a thorough evaluation Page 1 of 4 The World Bank Report No: ISR14977 and sufficient measures taken to overcome delays. Component B - With regards to the gas pipeline however, there are concerns about the delay in the implementation of this component as it could adversely impact the timing of gas supply to the power plant . The Egyptian Natural Gas Company (GASCO) has confirmed the need for changing the original approach of gas supply to Helwan South Power Plant due to recent development in gas allocation and the change of scope in the original pipeline is, therefore, envisaged. GASCO is informed that the change in scope will require an update Public Disclosure Copy to the approved and disclosed ESIA and RPF for the gas pipeline. > Safeguards: - Completion of land acquisition on willing buyer-willing seller basis: Land ownership has been transferred to UEEPC and related documents provided to the Bank for review. However, the mission noted some of information is missing in the related documents and urged Upper Egypt Electricity Production Company (UEEPC) to ensure their completeness - Employment benefits from land acquisition: UEEPC agreed with the farmers selling their lands that 6 permanent jobs per feddan will be offered to the family members of each respective farmer. UEEPC noted they are concerned that the proposed job opportunities will be given to members outside the families of the farmers selling their land.
