The rating has been downgraded because EQUIP has not made as much progress as expected. Several contracts, including large ones, have been signed but the implementation of the activities seems to have stalled. Other contracts are in the process of being approved and signed. The delay in implementation of the activities warrants the downgrading of the rating. However, the Bank team had already asked the PCU to come up with a draft action plan to rekindle the Project and put it back on track. Overall Implementation Progress (IP) has been downgraded to Moderately Unsatisfactory because the implementation of the Project's activities is not moving as quickly as expected. Component 1: Improve the Quality of Learning in Primary Education 1/30/2019 Page 1 of 13 The World Bank Implementation Status & Results Report DR CONGO - Education Quality Improvement Project (EQUIP) (P157922) This component aims to improve the quality of teaching and learning in primary education through a conducive education environment enabled by the strengthening of ECE, improved training and support to teachers, and the provision of instructional materials. Subcomponent 1.1: Strengthening the ECE system for Quality Service Provision. Implementation of activities under this sub-component has not fully started yet and most of the activities are currently planned for 2019. Subcomponent 1.2: Enhancing Teacher Effectiveness. The report on "Humanités Pédagogiques" which will serve as a cornerstone to lead to reform has been commissioned but has not started yet. An institution has already been hired to carry out the activity which is expected to start soon. Subcomponent 1.3: Supporting the supply chain of learning and teaching materials. The ministry has now decided to print and use ACCELRE!'s textbooks in classrooms. The procurement process for acquiring the textbooks has started and request for expression of interest has been posted. The PCU is waiting for the closing date to collect expressions of interest and proceed with the short-list. Component 2: Strengthen sector management This component aims to improve knowledge of sector performance and to build systems of accountability to be leveraged in support of improved learning outcomes at the school level, with a special emphasis on girls’ learning. Concurrently, the component operationalizes a strategic position advocated by the SSEF to improve education quality by relying on school-level initiatives and the use of incentives for improved performance. Subcomponent 2.1: Institutionalizing standardized student learning assessment. The independent unit in charge of large-scale assessments (Cellule Indépendante de l’Evaluation des Acquis Scolaires, CIEAS) has been created and its head has also been hired. The unit will be operational once it is fully staffed which means filling some key positions such as psychometrician, statistician, IT specialist to name a few. These positions have been advertised and a Request for Expression of Interest has been issued for an institution to provide technical assistance to the CIEAS and accompany the institution in it first steps. Subcomponent 2.2: Institutionalizing Accountability in the Administrative and Pedagogical Support Chain through the Performance- Based Financing Approach. This sub-component is moving at a reasonable pace as CORDAID’s contract has been cleared in the system and CORDAID which has a solid international reputation implementing PBF schemes will support the ministry in the implementation of a PBF in the Project’s provinces. CORDAID has started its works albeit slowly. All 1,350 schools which will be included in the mechanism have been identified along with 650 schools which will not benefit from the mechanism but will serve as a control group to help inform the ministry whether PBF in the current setting helps or not improve teaching and learning environment and learning outcomes. The ministry will then take an informed decision to scale up the mechanism across the education sector. However, the baseline survey for schools, administrations, and teachers and pupils has not been implemented and is delaying the deployment of the PBF scheme. Subcomponent 2.3: Support to Girls’ Education. Full implementation of activities under this sub-component has not yet started. Component 3: Management, Monitoring and Evaluation (M&E) of the Program. The Project Coordination Unit is now operational albeit few positions need still to be filled. The PCU is a strong unit and has managed PROSEB, the former GPE Project. The main data collection effort to support M&E activities and be the source of information for the project has been delayed. The international firm to carry out the effort that was hired was also implementing another survey for the World Bank. That survey did not happen because the firm was found to have a policy for managing the enumerators that was likely to jeopardize the quality if data collected. As a result, the PCU asked the survey firm to clarify its policies and ensure the survey would be of good quality. The survey is therefore delayed until the international firm shows it will implement policies that are conducive to a survey of acceptable quality. The GPE Variable Part. A major innovation in GPE projects is the inclusion of the variable part (VP) which links 30 percent of the Project’s size to the attainment of “transformative” objectives in three dimensions (i) quality or learning outcomes, (ii) efficiency, and (iii) equity. Under PAQUE, (i) of the VP implied the implementation of a large-scale assessment which has not been realized yet but for which all the critical parts are already in place for the assessment to happen. Under (ii) a study to operationalize strategies to fight dropouts was planned and a draft of the report has been available for some time but the government is still struggling to finalize it and submit it to all the education stakeholders. Under dimension (iii) 1,488 primary-school teachers who were previously not paid have been now integrated into the civil service out of a target of 1,600 for the current year. The audit to confirm the integration and payment of these 1,488 teachers is yet to be finalized to trigger the release of the VP tied to this indicator. Disbursements: The disbursement rate is currently at 12.4% (US$12.45 million). As implementation pace picks up, disbursements are expected to improve as well. A $10 million call for proposals regarding the printing of textbooks has been issued and will lead to a contract soon and to the distribution of textbooks to Congolese school children across the country.
