90815 PUBLIC (Internal & External) SYSTEMATIC COUNTRY DIAGNOSTIC INFORMATION NOTICE (DIN) Country LEBANON Initiation Date September 25, 2014 1. Preparation of a Systematic Country Diagnostic (SCD) is a requirement for all new Country Partnership Frameworks (CPFs). The objective of a SCD is to address the question: what are the most critical constraints (and opportunities) facing a country in accelerating progress toward the goals of ending extreme poverty and promoting shared prosperity in a sustainable manner? The SCD is expected to be a brief report, but based on a comprehensive analysis of the available evidence. It is expected to produce an objective, candid assessment of the main challenges facing the country, not limited to the areas where the Bank is currently engaged. 2. SCDs are to be produced as joint products of the World Bank, IFC, and MIGA, involving close cooperation among all global practices and cross-cutting solutions areas. They are also expected to be carried out in partnership with national authorities and other stakeholders, and to include citizen consultation. Within the Bank, the SCD is to be treated like a flagship regional economic and sector work, with regional operations committee (ROC) review chaired by the regional Vice-president (or designate).
