It is likely to achieve the project development objectives by the end of its implementation period in February 2022. The project's performance in achieving the project's development objectives remains satisfactory. Overall, substantial progress has been made: of the 28 activities of the project, 5 have been completed, 6 are under implementation and 14 are under procurement. All priority activities will likely be completed within the planned project period by February 2022. Most of the planned activities are underway or being procured. Component 2, (Connectivity) has been relatively successful to date. The acquisition of international bandwidth to ministries, departments and agencies (MDAs) has contributed to price reductions in the market. The construction of selected fiber optic backbone links is ongoing and will be completed in early 2020. One of the main pending activities to be launched is the establishment of "last mile" connectivity to government MDAs, which remains under procurement and is preventing the project to produce all the desired outcomes to the beneficiaries. Component 3 (e- Government) finances a program of activities to set up a shared platform for e-Government and has progressed relatively well, with the deployment of the cloud infrastructure, implementation of the SMS gateway and the United Messaging and Collaboration Service for the Government of Uganda. Upcoming activities are related to the deployment and integration of e-services, built through close cooperation with the National Information Technology Agency of Uganda (NITA-U) and various other ministries and agencies. Some adjustments to the project result framework are recommended as a result of the mission. These deal with updating indicator definitions and end targets for the project.
