The Ministry of Education and Science has developed an action plan aimed at accelerating project implementation and although this initially worked, it could not mitigate the shortage funding issue. The project’s budget ceiling was not revised in the recent revision of the budget and this has resulted in postponing implementation of several activities in the first and second components.
