To better utilize water resources, as part of the reclaimed water supply component, civil works of Ganqimaod and Wulatehouqi Water Reclamation Plants and their associated distribution pipelines had been completed. The installation and test run of Reverse Osmosis (RO) units of these two plants has been completed. To reduce water pollution, under the wastewater management component, civil works for the construction of all three wastewater treatment facilities, including one collecting network and one water main in Ganqimaodu, and the final inspection and acceptance have been completed. Due to the delay in obtaining the construction permit, the installation of the Reverse Osmosis (RO) and Mechanical Vapor Recompression (MVR) unit to deal with low effluent from Wulateqianqi Industrial estate was delayed and would be funded by the Government's own funding. To improve the water environment in Wuliangsuhai Lake, four contracts for the lake channelization and constructed wetlands have been completed. Under the technical assistance component, consultant for project management is in place to assist with the final implementation phase. The consultant who assisted the Bayannaoer Water Affairs Group (BWAG) to prepare a long term business strategy for the BWAG had completed its assignment at earlier stage of the project. A clean production policy and manual has been developed under the technical assistance component. Overall Comments PDO The value of the first indicator shows the result is beyond what was planned at the time of mid-term review and project restructuring in 2015. However, the project provide facilities to make it possible. The first three indicators, i.e. pollutant concentration at the outlet of the lake, represented that achievement of the project in improving the water quality in Wuliangsuhai Lake. A lake hydrodynamic model has been established to analyze the project attribution in water quality improvement. The result shows that the lake channelization and constructed wetland have major contribution in improving the water quality in the lake as the water quality at the lake inlet remain almost the same during the replenishment of the lake from the Yellow River as the replenishment was channeled through the drainage main. The last two KSIs do not achieve their targets due to the delay of constructed wetland operation and the data covers only five months until September 2018. However, they are expected to meet their targets after the completion of the project.
