Prior to the mission, a high-level meeting was called by the Honorable Minister of Education on July 22, 2018 to discuss key issues of CEDP, with the presence of key stakeholders, including, Chairman, University Grants Commission; Vice-Chancellor, National University (NU); Vice-Chancellor, Bangladesh Open University (BOU); Secretary, Secondary and Higher Education Division (SHED), Ministry of Education (MoE); and Additional Secretary, Development, SHED, MoE. It was agreed that (i) the new Project Director will be deployed on urgent basis; (ii) the project implementation will be accelerated by deployment of the key staffing and specialists; and (iii) the new Deputy Project Director will be the acting Project Director (PD) with financial authority until the new PD joins. 8/23/2018 Page 1 of 3 The World Bank Implementation Status & Results Report College Education Development Project (P154577) Progress toward PDO: Progress towards achievement of PDO has been downgraded to Moderately Unsatisfactory. The annual target of one Key Performance Indicator (KPI) has been achieved: KPI 2: A total of 2,553 government college teacher vacant posts have been filled against the Year 2 target of 1,500. Three remaining KPIs, though currently underachieved against the year-wise targets, are likely to achieve the end-of-project targets once project implementation accelerates. However, since there has not been much progress made either on achievement of intermediate outcomes or implementation performance since the last mission, the PDO is currently rated Moderately Unsatisfactory. Overall Implementation Status: The implementation progress is Moderately Unsatisfactory. The key actions agreed during the last mission in July 2017 were not implemented. The overall implementation was stagnant due to non-deployment of project leadership and key technical specialists at the Project Management Unit (PMU). However, some activities were completed since the last mission, including: (i) organized the first meeting of the National Strategic Plan Committee and two expert team committee meetings; (ii) subject based local training for 254 teachers conducted by NU; (iii) initiated training for 189 Master Trainers and 94 principals; (iv) submission of the 2nd Semi-Annual Monitoring Report; and (v) submission of evidences for the second set of DLI achievement. Achievements of Disbursement-Linked Indicators: The total DLI amount is US$90 million across 27 Disbursement Linked Results (DLRs). In FY17, seven DLRs were achieved. In FY18, one DLR was achieved. Withdrawal application for US$4 million is due to be submitted by September 2018.
