The Project has disbursed about 99% of the total US$40 million, which corresponds to the initial disbursement schedule. An Additional Financing for US$40 million was prepared and became effective in June 2014. The closing date for the parent Project was extended to match Page 1 of 7 The World Bank Report No: ISR15460 the closing date of the Additional Financing. Component 1: Programme for Advancement Through Health and Education (PATH). As of February 2014, the total number of registered PATH beneficiaries totaled 368,704 , which is down from 388,187 from June 201, although this exceeds the initial target of 242,000 beneficiaries described in the Project Appraisal Document (PAD). The PATH continues to be Public Disclosure Copy the country's flagship social assistance program, and therefore the first priority of the GoJ. In fact, despite the country’s deteriorating fiscal situation, adequate budgetary allocation for the program has been made over the past several years. In addition, the GoJ included the program in the explicit social expenditure floor, designed to safeguard social services expenditures in the context of expenditure rationalization under the Extended Fund Facility signed with IMF. Compliance rates for PATH showed a similar trend to previous comparable reporting periods: higher at the commencement of the school year and then declining as the school year progresses. The students at the primary level had a higher rate of compliance than those in secondary school. However, there was a marked decrease in compliance for all students between Sep/Oct 2013 to Nov/Dec 2013. Overall, the compliance levels for boys were lower than that recorded for the girls. Institutional strengthening activities continued during the reporting period. The transportation allowance/subsidy and tertiary bursaries were implemented in the 2013/2014 academic year. As of April 1, 2014, over J$8M has been disbursed to beneficiaries. The first tranche of the transportation allowance was paid in March 2014. Case management continues to provide holistic assistance to beneficiaries and support to the social workers. Social Marketing activities continued during the period with the compliance improvement strategy applied in three of the four implementing schools. The graduation strategy was approved by Cabinet in April, 2014. Government is now preparing to implement it. Component 2: Steps-to-Work (StW) program. The GoJ continues to work towards strengthening the design and implementation capacity of the StW program and link it more effectively to the graduation agenda for PATH. The Ministry continued to engage the services of the Partner Agencies through the existing MOUs to provide training and other relevant interventions for the STW clients. A new Memorandum of Understanding was signed between the MLSS and the Jamaica Business Development Corporation (JBDC) in November 2013 for the provision of training and technical support to Entrepreneurship clients and MLSS Enterprise Development Field Officers and Case Managers. 295 Entrepreneurship clients in 12 parishes have received training in Business Development as a pre-requisite for being processed for a Grant. Forty Grant recipients operating micro businesses in four parishes have benefited from business expansion workshops designed to help them budget, manage credit and access expansion funding. Clients continue to benefit from training in Good Agricultural Practices, receiving supplies under the Revolving Pig Project and Entrepreneurship Grants. Component 3: Public sector pension system administration. The procurement process for the development of an Earnings Contribution Database continued with the selection of a consultant to undertake the work (can you include what exactly the work is?). A suitable candidate has been identified and negotiations held. The White Paper on Public Sector Pension Reform was approved by Cabinet and tabled in Parliament. Cabinet submission outlining the legislative requirements has been drafted. The Terms of Reference for the prospective Project Manager for the Implementation of Reengineered Process have been prepared. Component 4: Social Protection Strategy. The Social Protection Strategy and Cabinet Submission were discussed in a Cabinet meeting and further referred to the Human Rights Council. The First Draft of the Analysis of the Aging Module of the JSLC 2012 will be submitted in April 2014. The Diagnostic Study on the Review of Current and Emerging Vulnerability in Jamaica in the Context of Risks to Income, Poverty and Food Security is anticipated to be typeset by the end of May 2014.
