The project has made significant progress towards achieving the PDO and has exceeded numerous initial targets. Component 1 - Labor Intensive Public works (LIPW).  LIPW have created employment for 39,279 beneficiaries thereby exceeding the initial target by 84%.  Literacy training for LIPW workers reached 81.90% completion rate;  Entrepreneurship training reached 90,13% of the initial target; 6/13/2019 Page 1 of 8 The World Bank Implementation Status & Results Report BF-Youth Employment & Skills Development (P130735)  Trainings on income generating activities (IGA) were completed at 89% while coaching of business plan development were overachieved at 107,03%.  Regarding the physical infrastructure created through the LIPW (rural roads, wetlands.), the project is on course to achieve its targets as well despite challenges due to increasing insecurity in rural areas in the Northern part of the country. Component 2.1 - Initial Vocational Training.  The level of completion of the two training centers varies highly between 5 and 73% depending on the building.  The training of trainers of these centers is ongoing with 24 people trained or in training and 4 to join the training centers soon.  Demand driven trainings (employer-led training). Out of a target of 2,000 young people trained by the end of the project, 2,889 have finished their education (2,459 received initial training while 440 received continuing education). Of those receiving initial training, 1,227 found employment, meaning that the formal employment insertion rate is around 50%. Component 2.2 - Apprenticeships: Among the 3,471 young people placed in apprenticeship, 2,917 have now completed their training while 554 dropped out bringing the completion rate to 84,04% out of 80% initially planned. Component 2.3 - Entrepreneurship: 8,142 youth have been trained on entrepreneurship, exceeding the target of 8,000. The main remaining activity is a business plan competition that was launched in March 2019 and is aiming at supporting 1,200 projects. Component 3 - Project Management: Financial management remains 'unsatisfactory' as many of the actions from the previous supervision mission are still being implemented. Procurement has remained moderately unsatisfactory, as significant delays still persist in the execution of the procurement plan. Due to delays in recruitment, the PIU remains understaffed on a number of key positions. Beneficiaries of the THIMO component are the sum of THIMO youth engaged 39,279 (14,000 in urban areas and 25,279 in rural areas) and beneficiaries of the skills development component numbering 14,734 young people (vocational training ( initial 48, on demand 3,073), by apprenticeship 3,471 and entrepreneurship 8,142).
