The grant was approved by the Japanese Social Development Fund (JSDF) on April 5, 2011. But because of the socio-political events of 2011, the signing of the corresponding financing agreement only took place on April 23, 2012, and the grant became effective on June 8, 2012. Shortly thereafter, further startup delays were caused by the need to redefine new implementation responsibilities and arrangements for the project following from the closing on June 30, 2012 of the Groundwater and Soil Conservation Project (GSCP) and its Project Coordination Public Disclosure Copy Unit (PCU) which has been originally responsible for implementing the Biogas Digester Project as well. Now that the details of the new implementation arrangements have been agreed upon to transfer this responsibility of the existing Project Support Unit (PSU) of the Ministry of Agriculture and Irrigation (MAI) in charge of the Rainfed Agriculture and Livestock Project (RALP), actual implementation of activities of the Biogas Digester grant is being initiated in earnest, and an acceleration in the pace of implementation is expected in the coming few months.
