Prior to effectiveness, the project preparation advance (PPA) helped create positive dynamics to advance the implementation of key activities, which include the recruitment of qualified staff for the PIU within the Ministry of Public Service; the preparation of the project activities; the hiring of the firms in charge of the analytical products related to the establishment of the pension fund; and a review of the organizational charts for the five targeted Ministries. Since the signing of the project's financing agreement, the World Bank has organized monthly meetings with the Committee of the Ministry of Public Services (CMRAP) in charge of the implementation of the public service reform, as well as with the project team to monitor the implementation of activities. Progress has been made in a number of areas: the Page 1 of 5 The World Bank Report No: ISR967 ratification process of the necessary laws is proceeding with one draft law on public service and one draft Law governing public service workers (Status des agents de l'Etat), which have been discussed by the two chambers of the parliament; the institutional audit and functional review of the targeted ministries is ongoing; the hiring of a firm to conduct feasibility studies regarding the establishment of a pension fund is underway; the finalization of a list of students selected for the first Young Professional' s cohort is also ongoing; and progress on the renovations of ENA and the development of the training program is also underway. This was an extremely successful and well attended conference. Representative of provincial governments as well as of civil servants trade unions have participated actively.
